Senior appointments (with photos)

     The Government announced the following senior appointments today (November 18):

(a) The appointment of Mr Daniel Lai as Government Chief Information Officer (GCIO), following an open-cum-in-service recruitment exercise. Mr Lai will take up the appointment on January 3, 2012; and

(b) The appointment of Mr Frank Chan Fan, Deputy Director of Electrical and Mechanical Services (DDEMS), to succeed Mr Stephen Chan Hung-cheung as Director of Electrical and Mechanical Services (DEMS) with effect from December 17, 2011. Mr Stephen Chan Hung-cheung will proceed on pre-retirement leave on the same day after 28 years of service with the Government.

     In welcoming Mr Lai's appointment, the Secretary for the Civil Service, Miss Denise Yue, said, "Mr Lai possesses extensive knowledge and experience in the information and communications technology (ICT) field as well as proven management skills. I have every confidence that he will be able to lead the Office of the Government Chief Information Officer (OGCIO) to meet the challenges ahead and serve the community with dedication in his new position. I am also confident that the staff of the OGCIO will continue to give their best under his leadership."

     Commenting on the appointment of Mr Frank Chan Fan, Miss Yue said, "Mr Chan has proven leadership and administrative skills, as well as profound professional knowledge and broad operational experience. I have every confidence that he will ably lead the Electrical and Mechanical Services Department to meet the challenges ahead."

     On the retirement of Mr Stephen Chan Hung-cheung, Miss Yue said, "Mr Chan has served with zeal and commitment in the civil service throughout the years. As DEMS, Mr Chan has put in commendable efforts in providing quality electrical and mechanical engineering services to the community and ensuring that electrical, mechanical and energy technologies are harnessed in a safe, reliable, economical and environment-friendly manner. I sincerely wish him a happy retirement."

     Brief biographical notes on the three officers are set out below:

Mr Daniel Lai

     Aged 64, Mr Daniel Lai is a veteran ICT professional in Hong Kong with extensive experience in the information technology (IT) field, including the planning and implementation of IT projects as well as promoting professional development and the application of IT in the community.

     Mr Lai served in Hong Kong Electric Company Limited between 1968 and 1978. From 1978 to 1998, he worked for the Hong Kong Jockey Club (the former Royal Hong Kong Jockey Club) and held various senior IT managerial positions in Hong Kong and Australia. During his tenure, he was responsible for steering the direction of IT development, formulating IT strategy, exploring new technologies and overseeing systems engineering for his employer.

     Since 1999, Mr Lai has worked as the Head of Information Technology in MTR Corporation Limited and has been responsible for setting strategic directions on IT, developing and implementing IT governance, programme planning and project management, and managing outsourcing arrangements.

Mr Stephen Chan Hung-cheung

     Aged 59, Mr Stephen Chan Hung-cheung joined the Government as an Electrical and Mechanical Engineer in January 1983. He was promoted to Chief Electrical and Mechanical Engineer in June 1999, to Government Electrical and Mechanical Engineer in April 2002 and to DDEMS in September 2007. He has been DEMS since May 2009.

Mr Frank Chan Fan

     Aged 53, Mr Frank Chan Fan joined the Government as an Assistant Electronics Engineer in August 1982. He was promoted to Chief Electronics Engineer in February 2001 and to Government Electrical and Mechanical Engineer in May 2005. He has been DDEMS since January 2009.
