     Following is a transcript of remarks by the Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, at a stand-up media session after attending a radio programme this morning (October 17):

Reporter: Do you hear consent from small and medium enterprises against the paternity leave? Is it likely that we will see the change implemented across the business sector in Hong Kong?

Secretary for Labour and Welfare: We understand the concern of the SMEs. The Labour Department is now conducting a policy study on the feasibility of paternity leave in Hong Kong, on whether it should be statutory.  The findings should be available not later than the first quarter of next year. By then, we will be able to consult the Labour Advisory Board, followed by the Manpower Panel of the Legislative Council. In the course of our deliberations, we will also take into account the implications on doing business, also the practicality and legality of granting paternity leave in Hong Kong, having regard particularly to cross-border marriages and other factors. We will come up with a comprehensive study report, hopefully in the first quarter of next year.

Reporter: Would the $2 subsidy for elderly and disabled people be expanded to other ages?

Secretary for Labour and Welfare: I think we should focus on those aged 65 and above as a starting point. As we are talking about moving into uncharted waters by the Government, we need to proceed pragmatically and prudently. Once we get the scheme off the ground, we will of course review in the light of practical experience.
