Draft Hoi Ha Development Permission Area Plan Approved

     The Chief Executive in Council has approved the draft Hoi Ha Development Permission Area (DPA) Plan.

     "The approved DPA Plan is to provide planning guidance and to facilitate development control within the Hoi Ha area during the period required for detailed analysis of the land use pattern, study of infrastructural provisions and examination of development options for the formulation of an outline zoning plan (OZP)," a spokesman for the Town Planning Board said today (October 14).

     The Planning Scheme Area covers an area of about 8.76 hectares. It is encircled by the Sai Kung West Country Park on three sides and fronts onto the Hoi Ha Wan Marine Park.  Amid the Sai Kung West Country Park, the Area is part of the wider natural system of the Sai Kung countryside.  The general planning intention of the Area is to protect its high landscape value, which complements the overall natural quality and the landscape beauty of the surrounding Sai Kung West Country Park and Hoi Ha Wan Marine Park.

     The whole Area is designated as "Unspecified Use".  This land use designation is primarily intended for giving statutory protection to the Area subject to further studies.  Under this land use designation, apart from "Agricultural Use" and some uses which are always permitted under the covering Notes of the Plan, all uses and developments will require planning permission from the Board.  Additionally, if diversion of stream, land filling/excavation or pond filling is required for the always-permitted uses (except the public works implemented and co-ordinated by the Government), permission from the Board will be required.  This control will help properly regulate and control the existing topography and natural vegetation.

     The approved Hoi Ha DPA Plan No. DPA/NE-HH/2 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters in North Point and Sha Tin, the Sha Tin, Tai Po and North District Planning Office, the Tai Po District Office and the Sai Kung North Rural Committee.

     Copies of the approved DPA Plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei.  The electronic version of the plan can be viewed at the Board's website (www.info.gov.hk/tpb).
