CS speaks on 2011-12 Policy Address (with video)

     Following is a transcript of remarks (English portion) by the Chief Secretary for Administration, Mr Stephen Lam, at a media session on the 2011-12 Policy Address at the Legislative Council Complex today (October 12):

     This year's Policy Address is one which focuses on doing practical things for the people of Hong Kong. For example, in respect of housing policy, which is a focal point of public concern, we have proposed a range of measures. We affirm that the average waiting time for families which wish to gain access to public housing units will continue to be an average of three years. We've also proposed and put forward a new Home Ownership Scheme policy. Having regard to the fact that we have an ageing population in Hong Kong, we have put forward a full range of measures.

     This is also a Policy Address which addresses the needs of the grass-roots sectors. In anticipation of inflation dawning upon Hong Kong, we have put forward measures which will enable grass-roots sectors to benefit further from Comprehensive Social Security Assistance and public housing rental assistance.

     Thirdly, this is a Policy Address which enhances the quality of life of Hong Kong people and also promotes the continued, sustained development of the Hong Kong economy. We are improving our industrial mix and will continue to invest in human capital.

     This is a Policy Address which is forward-looking, down to earth, and encompasses a full range of measures. The whole team of principal officials will continue to make our best endeavours to ensure the fullest possible implementation of this Policy Address in the remaining eight months or so of the current-term Government. We very much hope that the Legislative Council and the community will find it possible to support this Policy Address. Thank you very much.
