The Annual Report of the Independent Commission Against Corruption (ICAC) Complaints Committee for 2010 was tabled in the Legislative Council today (July 6). This is the 16th annual report published by the committee to account for its work in the year.
The committee is responsible for monitoring the handling of non-criminal complaints against the ICAC and its officers. The committee carefully examines the findings of investigations into these complaints and renders independent advice. It also reviews the ICAC's procedures, guidelines and practices found to be conducive to complaints and makes recommendations for improvement.
In 2010, the committee received 34 complaints comprising 76 allegations against the ICAC and its officers. Among these allegations, 55 per cent were related to misconduct by ICAC officers, 38 per cent were related to neglect of duties by ICAC officers and five per cent were related to abuse of power.
During the year, the committee held three meetings to consider papers and reports on 25 complaints comprising 67 allegations. Five allegations in four complaints were found to be substantiated. The relevant ICAC officers were given appropriate advice.
In the course of examination, the committee has scrutinised the internal procedures, guidelines and practices of the ICAC, with a view to making improvements. The ICAC has reminded officers to adhere to the relevant internal guidelines in respect of work procedures in order to keep up the professionalism of the ICAC.
In 2010, the committee was chaired by Dr Leong Che-hung. Other members were Mr Anthony Chan, Mr Albert Ho, Mrs Stella Lau, Ms Angela Lee, Mrs Sophie Leung, Mr Yeh V-nee and the representative of the Ombudsman, Mr Tony Ma.
