2011-12 civil service pay adjustment

     The Civil Service Bureau (CSB) announced today (June 14) that after considering the responses from the staff sides of the four civil service central consultative councils to the pay offers, the Chief Executive-in-Council (CE-in-Council) decided that, with retrospective effect from April 1, 2011, civil service pay should be increased by 7.24% for civil servants in the directorate and upper salary band, and 6.16% for civil servants in the middle and lower salary bands.

      "The adjustment rates for civil service pay are the same as the pay offers.  We believe that this year's civil service pay adjustment, which broadly reflects the extent of general pay increase in the private sector over the 12-month period ended April 1, 2011, is fair and reasonable," a spokesman for CSB said.

     Under the established mechanism, the CE-in-Council determines annual adjustment, if any, to civil service pay, having regard to the net pay trend indicators derived from the Pay Trend Survey, the state of Hong Kong's economy, changes in the cost of living, the Government's fiscal position, the staff sides' pay claims, and civil service morale.

     The Government will invite the Finance Committee of the Legislative Council to approve the 2011-12 civil service pay adjustment at its meeting to be held on July 8.
