Offers of 2011-12 civil service pay adjustment

     The Civil Service Bureau (CSB) announced today (June 7) that the following pay offers, to be effected retrospectively from April 1, 2011, have been made to the staff sides of the four civil service central consultative councils:

(a) a pay increase of 6.16% for civil servants in the lower and middle salary bands; and

(b) a pay increase of 7.24% for civil servants in the upper salary band and the directorate.

     The above pay offers were decided by the Chief Executive-in-Council (CE-in-Council) having regard to the net pay trend indicators (PTIs) derived from the findings of the recently completed Pay Trend Survey (PTS), the state of Hong Kong's economy, changes in the cost of living, the Government's fiscal position, the staff sides' pay claims and civil service morale.  

     "The pay offer for civil servants in the middle salary band follows the net PTI for this band (i.e. 6.16%).  The pay offer for civil servants in the lower salary band follows the net PTI for the middle salary band, which is higher than the net PTI for the lower salary band (i.e. 5.16%). This is because the CE-in-Council has decided to invoke the 'bring-up' arrangement," a spokesman for the CSB said.

     "Under the 'bring-up' arrangement, the pay adjustment rate for civil servants in the lower salary band may, subject to the decision of the CE-in-Council, be brought up to the net PTI for the middle salary band if the net PTI for the former is lower than that for the latter," the spokesman said.

     "The pay offer for civil servants in the upper salary band follows the net PTI for this band."

     "The annual PTS does not cover directorate civil servants. In accordance with the established practice, the pay offer for directorate civil servants is the same as that for civil servants in the upper salary band," the spokesman added.

     The CE-in-Council will consider the response of the staff sides to the pay offers, and then make a final decision on the 2011-12 civil service pay adjustment. Where necessary, the Administration will seek approval from the Finance Committee of the Legislative Council.
