The Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, today (May 24) signed the Training Co-operation Agreement on Labour Inspection and Enforcement between the Hong Kong Special Administrative Region and the Department of Human Resources and Social Security of Guangdong Province.

The Training Co-operation Agreement was signed by Mr Cheung and the Director of the Department of Human Resources and Social Security of Guangdong Province, Mr Ou Zhenzhi, at a ceremony held in Hong Kong this afternoon.

On the basis of the Framework Agreement on Hong Kong/Guangdong Co-operation, the Training Co-operation Agreement provides that Hong Kong and Guangdong will take turns to organise each year a training programme on labour inspection and enforcement from 2011 to 2016 to enable law-enforcement officers in both places to understand the respective systems and exchange experiences.

Mr Cheung said that the Training Co-operation Agreement signed today provided a sustainable and excellent platform for both places to exchange experiences and knowledge, including measures to safeguard the rights of employees and foster harmonious labour relations from the perspective of labour inspection and enforcement. He said he believes that both places will continue to maintain exchanges and co-operation on various labour issues in the future.

Hong Kong and Guangdong signed a Framework Agreement on Hong Kong/Guangdong Co-operation in Beijing in April last year. In tandem with the rapid economic growth of the Mainland, the ties between Hong Kong and Guangdong have become closer and closer. So have communications, transportation and economic activities between the two places. The Framework Agreement on Hong Kong/Guangdong Co-operation provides a useful platform to broaden and deepen co-operation between the two places.
