Consultation on Moral and National Education Curriculum launched

The following is issued on behalf of the Curriculum Development Council:

     The Moral and National Education Ad Hoc Committee under the Curriculum Development Council, proposes to develop "Moral and National Education" (MNE) (Primary 1 to Secondary 6) as a subject after reviewing the current Moral and Civic Education framework for primary and secondary schools. A four-month consultation on the MNE Curriculum and implementation details was launched today (May 5) and will continue until the end of August.

     The Ad Hoc Committee proposes to develop MNE as a subject to further enhance students' related learning to help facilitate whole-person development, based on one of the key tasks - moral and civic education - which has been implemented by schools since 2001.

     The Chairman of the Ad Hoc Committee, Professor Lee Chack-fan said; "MNE aims to provide students with systematic learning objectives, focusing on developing positive values and attitudes to enhance their personal and national qualities. It also facilitates students' identity-building under different domains, namely family, society, the nation and the world, and fosters their sense of commitment and contribution towards these respective domains."

     The consultation on MNE Curriculum and implementation details is being carried out by the Curriculum Development Council jointly with the Education Bureau (EDB). Comments and suggestions from the education sector and the community are welcome for further refinement of the curriculum. The Curriculum Guide on MNE, expected to be finalised by the Ad Hoc Committee in early 2012, will be submitted to the Curriculum Development Council for its final approval.

     To gauge views from the education sector, eight consultation seminars on Moral and National Education, the first one commencing today, will be organised for heads, deputy heads and teachers of secondary and primary schools. Details have been uploaded onto the EDB Training Calendar System (tcs.edb.gov.hk). During the seminars, Professor Lee Chack-fan and members of the Ad Hoc Committee and officers from the Curriculum Development Institute will introduce the background, aims, curriculum framework, curriculum planning, learning and teaching strategies and assessment aspects of MNE.

     The Consultation on Moral and National Education (Summary) and the Curriculum Guide on Moral and National Education (For Consultation) have been uploaded onto the website of Moral, Civic and National Education, Curriculum Development Institute, Education Bureau (www.edb.gov.hk/cd/mcne).

     Comments and suggestions on MNE can be sent to the Secretariat of the Ad Hoc Committee on Moral and National Education, Room 402, 4/F, Kowloon Government Offices, 405 Nathan Road, Yau Ma Tei, Kowloon by mail, to 3426 9265 by fax, or to [email protected] by email on or before August 31.
