LCQ18: Statistics on the elderly receiving Comprehensive Social Security Assistance payments and Old Age Allowance

     Following is a question by the Hon Alan Leong Kah-kit and a written reply by the Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, in the Legislative Council today (March 30):

Question:

     Regarding the situation of elderly persons aged 65 or above receiving Comprehensive Social Security Assistance ("CSSA") payments or Old Age Allowance ("OAA"), will the Government inform this Council of the following statistics:

(a) the respective numbers of the various categories of elderly persons receiving CSSA payments;

(b) a breakdown of the expenditures on making various types of CSSA payments to elderly persons; and

(c) the respective numbers of elderly persons receiving Normal OAA (for application by those aged 65 to 69) and Higher OAA (for application by those aged 70 or above) and the expenditures incurred?

     My reply to the three parts of the Hon Alan Leong's question is set out below:

(a) The numbers of Comprehensive Social Security Assistance (CSSA) elderly recipients  receiving different types of standard rate in the past five years are provided at Annex 1.

(b) The CSSA expenditures on elderly recipients in the past five years, with breakdown by type of payment, are provided at Annex 2.

(c) The numbers of Normal Old Age Allowance (OAA) and Higher OAA recipients and the expenditure involved in the past five years, and the population of persons aged 65 or above in the respective years, are provided at Annex 3.
