Hospital Authority appoints new director (with photo)

The following is issued on behalf of the Hospital Authority:

     The Hospital Authority (HA) today (January 27) announced the appointment of Dr Liu Hing-wing as Director of Quality & Safety Division in the Hospital Authority Head Office.

     The HA Chief Executive, Dr Leung Pak-yin, said, "I am pleased to announce the appointment of Dr Liu Hing-wing as Director of Quality & Safety Division in the Head Office after a careful deliberation by the Selection Board. The HA Board today approves the appointment."

     Dr Liu joined the HA Head Office in 2001 as the consultant in charge of clinical effectiveness. He has worked in the Quality & Safety Division since 2006 as chief manager for clinical standards and technology assessment. He is a clinical pathologist by background. Prior to joining the Head Office, he worked for the Hong Kong Red Cross Blood Transfusion Service and Queen Mary Hospital.

     Dr Liu demonstrates the ability to gain the cooperation of various stakeholders through his interpersonal skills and facilitative leadership style. He was instrumental to the Filmless HA Project and the setting up of the HA Mechanism for Safe Introduction of New Procedure/Technology. Dr Liu was also one of the pioneers promoting laboratory accreditation in the mid 1990s. He helped set up the Medical Laboratory Accreditation Scheme in Hong Kong.

     Dr Leung congratulated Dr Liu on his appointment and wished him every success in taking up the new challenge.
