Appointments to Rehabilitation Advisory Committee announced

     The Government announced today (December 17) the appointment of two new members and the re-appointment of four incumbent members to the Rehabilitation Advisory Committee (RAC) for a term of two years with effect from January 1, 2011.

     The two new members are Mrs Helena Yuen Chan Suk-yee and Ms Ng Fung-ching.

     Mrs Helena Yuen Chan Suk-yee is a solicitor by profession.  She is the Chairperson of the Association for Promotion of Family Harmony and also a member of the Council of the Queen Elizabeth Foundation for the Mentally Handicapped, the Mental Health Review Tribunal and the Advisory Board of the Caritas Family Crisis Support Centre.

     Ms Ng Fung-ching is the Chairperson of the Parents' Association of Pre-school Handicapped Children.  She is also a member of the RAC Subcommmittee on Employment, the Committee on Vocational Training for People with Disabilities under the Vocational Training Council and the Hong Kong Joint Council of People with Disabilities.

     Four incumbent members, Miss Ophelia Chan Chiu-ling, Dr Timothy Chan Wing-leung, Mr Philip Lee Kar-fai and Mr Ma Fung-kwok, have been re-appointed.  They have served on the RAC since 2009 and have made invaluable contributions to the its work during their tenure.

     The Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, welcomed the above appointments.  He said, "The RAC has all along played a pivotal role in the development of rehabilitation policies and services. It has also worked closely with the Government in the implementation of the United Nations Convention on the Rights of Persons with Disabilities (the Convention).  With the expansion of the composition of the Committee, I look forward to its continued collaboration with the Government, the rehabilitation sector and various sectors of the community to further promote the spirit and core values of the Convention."

     The RAC was set up in 1977 to serve as the principal advisory body to the Government on the development and implementation of rehabilitation services and matters pertaining to the well-being of persons with disabilities in Hong Kong.  Since the application of the Convention to Hong Kong on August 31, 2008, the RAC has also taken on the important role of working with the Government in promoting and monitoring the implementation of the Convention in Hong Kong.
