Appointments to Social Welfare Advisory Committee announced

     The Government today (November 19) announced the appointment of six new members and re-appointment of the Chairman and five incumbent members to the Social Welfare Advisory Committee (SWAC), for a term of two years with effect from December 1.

     The six new members are Ms Anna May Chan Mei-lan, Mr David Fong Man-hung, Dr Ip Yan-ming, Mr Joseph Man Hung-yee, Ms Theresa Tao Chee-ying and Mr Charles Yang Chuen-liang.

     Ms Anna May Chan Mei-lan is a lawyer and has been actively participating in community service. She is a member of the Disciplinary Committee Panel of the Social Workers Registration Board, and previously served on a number of welfare-related committees, including the Lump Sum Grant Independent Review Committee, Social Security Appeal Board and the Lotteries Fund Advisory Committee.

     Mr David Fong Man-hung comes from the business sector. He is a member of the Brewin Trust Fund Committee and the Advisory Committee on Revitalisation of Historic Buildings. Mr Fong has rich experience in community service.

     Dr Ip Yan-ming is the President of the Fu Hong Society and Vice-President of the Hong Kong College of Psychiatrists. He has served on a number of advisory committees, including the Rehabilitation Advisory Committee, Guardianship Board and Commission on Youth. Dr Ip is particularly conversant with the rehabilitation service.

     Mr Joseph Man Hung-yee is the Deputy Director of the Hong Kong Sheng Kung Hui Welfare Council. He is an experienced social worker and a member of the Lotteries Fund Advisory Committee, Joint Committee on Information Technology for the Social Welfare Sector and the Hong Kong Special Administrative Region Government's Working Group on Social Work in support of the reconstruction work in Sichuan.

     Ms Theresa Tao Chee-ying is the principal of Hong Kong True Light College and a member of the Advisory Committee of the Partnership Fund for the Disadvantaged, Committee on Services for Youth at Risk and the Family Council. Ms Tao is highly committed to community service and has assisted the Social Welfare Department in launching various district programmes, volunteer and youth services.

     Mr Charles Yang Chuen-liang, a chartered accountant, is a member of the Advisory Committee of the Partnership Fund for the Disadvantaged, the Lump Sum Grant Steering Committee and the Social Workers Registration Board. Mr Yang has been extensively involved in community service.

     The Chairman, Professor Chan Yuk-shee, and five incumbent members, including Mr Bunny Chan Chung-bun, Dr Dorothy Chan Yuen Tak-fai, Dr Lam Ching-choi, Dr Leung Wing-tai and Mr Benedict Wong Chung-mat have been re-appointed.

     The Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, welcomed the appointments. He said, "I look forward to the members' valuable advice on the development of Hong Kong's social welfare policy."

     He also thanked the outgoing members, Mr Quentin Fong King-sang, Mr Herman Hui Chung-shing, Dr Benjamin Lai Sau-shun, Mr Vincent Lo Wing-sang, Mr Tung Chi-fat and Ms Lisa Yip Sau-wah, for their sterling contributions during their term of service.
 
     SWAC reviews social welfare services from time to time and advises the Government on all matters of social welfare policy.
