The Chief Executive appointed the following non-official members today (November 11) to the Steering Committee (the Committee) on the Community Care Fund (the Fund), valid up to December 31, 2012.

"Non-official members of the Steering Committee have been drawn from various sectors of the community including the business, welfare, education, health, labour, political and the district sectors," a government spokesman said.
The ex-officio membership of the Committee includes the Secretary for Home Affairs, Secretary for Education, Secretary for Labour and Welfare and Secretary for Food and Health.
Chaired by the Chief Secretary for Administration, the Committee will :
(1) oversee and co-ordinate the work of the Fund;
(2) formulate strategies and programmes for the Fund;
(3) formulate investment strategies and financial arrangements for the Fund;
(4) oversee, co-ordinate and monitor the formulation, implementation and evaluation of programmes under the Community Care Fund; and
(5) evaluate and recommend programmes under the Fund to be considered as government funded services.
The establishment of Fund was announced in the 2010-11 Policy Address. The Government and the business sector will each contribute $5 billion to support people in need in areas not covered by the social security safety net.
"We will endeavour to ensure that resources go directly to those in need, that vetting procedures streamlined and administrative expenses are kept at a minimal level," the government spokesman said.
A spokesman added that there would be close communication and co-operation between the Committee and government agencies and non-governmental organisations, in order to avoid duplicating efforts and to facilitate referrals.
