To take forward the Framework Agreement on Hong Kong/Guangdong Co-operation, the Permanent Secretary for Labour and Welfare, Mr Paul Tang Kwok-wai, and the Deputy Director-General, Department of Human Resources and Social Security of Guangdong Province, Ms Lin Wangping, leading the delegations of the Hong Kong Special Administrative Region and Guangdong Province respectively, convened the first exchange meeting on labour inspection in Guangzhou today (October 12).

At the meeting, the two delegations shared with each other their enforcement experience including how vigilance is maintained to safeguard labour rights.  They also exchanged views on the mechanism for resolving labour disputes and the operation of the Protection of Wages on Insolvency Fund.  In addition, they also reached agreement to establish mutual communication channels, hold regular reciprocal visits and organise training programmes on labour inspection.

Specifically, the meeting agreed to conduct regular reciprocal visits to facilitate exchange of information on labour laws and modes of operation.  Training programmes would also be arranged to enhance the understanding by enforcement officers of both places of the latest developments in labour inspection.  Communication channels for sharing of relevant reference information would also be established.

Mr Tang thanked Guangdong counterparts for arranging today's meeting.  He said that the meeting had provided an excellent platform for fostering co-operation and enhancing mutual understanding between the two places of each other's labour inspection work.

Hong Kong and Guangdong signed a Framework Agreement on Hong Kong/Guangdong Co-operation in Beijing in April this year.  In tandem with the rapid economic growth of our motherland, the ties between Hong Kong and Guangdong have become closer and closer.  So have the communications, transportation and economic activities between the two places.  The Framework Agreement on Hong Kong/Guangdong Co-operation provides a useful platform to broaden and deepen the co-operation between the two places.
