The Government intends to carry out dredging and temporary filling works within an area of about 2.61 hectares at the foreshore and sea-bed of Causeway Bay Typhoon Shelter.
The works include forming about 0.7 hectare of temporary reclamation, including a temporary piled jetty, for the construction of the Sha Tin to Central Link (SCL) protection works; construction of a temporary seawall about 340metres long; and dredging at the southeastern corner of the typhoon shelter of about one hectare for temporary reprovision of an anchorage area.
The extent of the area affected is described in a notice published in the Government Gazette today (July 16).
Of the 0.7 hectare temporary reclamation, 0.3 hectare has been authorised under the Central-Wan Chai Bypass project and is, under this gazettal, advanced to an earlier stage for the construction of the SCL protection works. The works are scheduled to commence by the end of 2011/early 2012.
After completion of the protection works, the 0.3 hectare temporary reclamation will be retained for the construction of the Central-Wan Chai Bypass. The remaining temporary reclamation, seawall and piled jetty will be removed while the affected foreshore and sea-bed will be substantially reinstated in early 2014.
Subject to authorisation of the SCL project, about 0.26 hectare of temporary reclamation at the southwestern corner of the typhoon shelter will be retained for the future extension of the SCL tunnel. But it will be removed in 2017.
Under the SCL project, the East Rail Line will be extended from Hung Hom across the harbour to Hong Kong Island. Temporary reclamations are required for the construction of the cross harbour railway tunnel. A report was prepared in compliance with the Protection of the Harbour Ordinance to demonstrate the overriding public need of the proposed reclamations. The public can view the full report on the websites of the Highways Department and the MTR Corporation Limited.
The notice together with its related plan are posted on notice boards near the site. The plan can be seen and purchased on order at the Survey and Mapping Office of the Lands Department, 23rd floor, North Point Government Offices, 333 Java Road, North Point. It can also be seen at the Public Enquiry Service Centre of the Eastern District Office and on the Lands Department's website (www.landsd.gov.hk) under Government Notices.
Any person who considers that he has an interest, right or easement in or over the foreshore and sea-bed involved may submit a written objection to the Director of Lands, 20th floor, North Point Government Offices, 333 Java Road, North Point, on or before September 16.
