     The 2010 Honours List will be published in the Government Gazette today (July 1). This is the 13th full Honours List since the reunification.  

     The Chief Executive has accorded awards to a total of 306 persons in this year's Honours List, including:

     This year's recipients are from all walks of life. They have been given an honour or award in recognition of their significant contribution to Hong Kong or for their dedicated public and community service.

     The presentation ceremony for the awards will be held later this year, tentatively in October.

     Following are the citations on the award recipients of the 2010 Honours List:

Grand Bauhinia Medal (GBM)
==========================

The Honourable John Tsang Chun-wah
----------------------------------

     Mr Tsang is awarded the GBM in recognition of his dedicated and distinguished service to the Government and the Hong Kong community, particularly in his capacity as the Financial Secretary since 2007, as Director of Chief Executive's Office between 2006 and 2007 and during his tenure as the Secretary for Commerce, Industry and Technology from 2003 to 2006. With his outstanding ability and experience in public finances, he has assisted the Chief Executive in overseeing and implementing long-term strategies for the sustainable development of the local economy. He has also helped steer the Government through the recent financial crisis, and is instrumental in enabling Hong Kong to maintain its status as an international financial centre.

The Honourable Ronald Joseph Arculli

     Mr Arculli is awarded the GBM in recognition of his distinguished public and community service, particularly his significant contribution as a Member of the Executive Council and as chairmen of a number of key organisations in various sectors. Under his leadership, the Hong Kong Exchanges and Clearing Limited has put forward various initiatives to raise the standard and quality of the securities market, thereby enhancing the status of Hong Kong as an international financial centre. He is widely recognised for his leadership abilities and contribution in promoting arts and culture, and sports development.

Dr the Honourable Edward Leong Che-hung
---------------------------------------

     Dr Leong is awarded the GBM in recognition of his distinguished public and community service, particularly his significant contribution as a Member of the Executive Council and his dedication to the development of the medical profession in Hong Kong. With his extensive professional expertise, Dr Leong has provided valuable advice in the formulation of medical services and health care policies. During his tenure as Chairman of the Hospital Authority, he led the organisation to implement initiatives to improve the quality of patient care. He also played a pivotal role in championing the legislation and establishing the regulatory regime for human reproductive technology activities. In his capacity as the Chairman of the Elderly Commission, he has successfully introduced innovative programmes to benefit the elderly and address their long-term care needs.

Dr Stanley Ho Hung-sun

     Dr Ho is awarded the GBM in recognition of his outstanding contribution to charity and community service. Over the years, Dr Ho has been a staunch supporter of the Community Chest in its fund-raising programmes, and has made generous donations to various charitable organisations and tertiary education institutions in Hong Kong. He has a long and distinguished record of community service and has played an important role in the promotion of education, sports, and other welfare for young people.

Dr Victor Fung Kwok-king

     Dr Fung is awarded the GBM for his dedicated and distinguished public service, particularly his impressive performance as the Chairman of the Airport Authority. Under his inspiring leadership, the Airport Authority launched a series of major infrastructural projects to cope with the evolving needs. Dr Fung also implemented a number of strategic initiatives to extend the Hong Kong International Airport's catchment area into the Pearl River Delta and build a strategic alliance with Mainland airports. He has been instrumental in developing the Hong Kong International Airport into one of the most important assets of Hong Kong.

Dr Tin Ka-ping
--------------

     Dr Tin is awarded the GBM for his significant contribution to charity and community service. He has exhibited extensive generosity in donating to various charitable causes over the past decades. He has established the "Tin Ka Ping Foundation" which has made numerous donations to various projects in the fields of education, culture, medicine, infrastructure and welfare. Dr Tin has paid particular attention to investment in education. His sponsorship has benefited educational institutions at various levels and provided financial support for a number of scholarship schemes and student exchange programmes.

Professor Sir Charles Kao

     Sir Charles is awarded the GBM for his distinguished scientific achievement in optical fibre communications technology and his contribution to higher education. He is a pioneer in the development and use of fibre optics for the advancement of modern communication technology, and is widely regarded as the "Father of Fibre Optics". His innovation is pivotal to the establishment of the information superhighway which has laid the foundation for today's global network community. Sir Charles has also played a key role in promoting research and shaping the landscape of higher education during his tenure at the Chinese University of Hong Kong as well as the setting up of the Hong Kong Science Park.

Gold Bauhinia Star (GBS)

The Honourable Tsang Tak-sing
-----------------------------

     Mr Tsang is awarded the GBS in recognition of his dedicated and distinguished service to the Government and the Hong Kong community, particularly in his capacity as the Secretary for Home Affairs. He has made significant contribution to the successful staging of a number of major international sports events in Hong Kong. He has also made exemplary efforts in fostering social harmony and promoting cultural and arts development in Hong Kong.

The Honourable Mrs Carrie Lam Cheng Yuet-ngor

     Mrs Lam is awarded the GBS in recognition of her loyal and distinguished service to the Government and the Hong Kong community over the past 29 years, particularly in her capacity as the Secretary for Development. She has made sterling contribution in the areas of infrastructure development and preservation of heritage in Hong Kong. She has also made exemplary efforts in enhancing service delivery in the implementation of large scale infrastructure projects.

The Honourable Andrew Leung Kwan-yuen

     Mr Leung is awarded the GBS for his distinguished public and community service, particularly his significant contribution to the development of the vocational education and training sector in Hong Kong. Under his leadership, the Vocational Training Council has transformed into a dynamic organisation and successfully enabled school leavers and working adults to enhance their knowledge, skills and employability.

Mr Lee Kai-ming

     Mr Lee is awarded the GBS for his distinguished public and community service, particularly his exemplary contribution to the formulation of labour policies, maintenance of harmonious industrial relations and promotion of occupational safety and health in Hong Kong. Being a veteran union leader, Mr Lee has adopted a balanced and reasonable approach to reconcile the conflicting interests between employers and employees.

Mr Paul Chow Man-yiu

     Mr Chow is awarded the GBS for his distinguished public and community service, particularly his remarkable contribution to enhancing the strength and status of the Hong Kong Exchanges and Clearing Ltd (HKEx), and building Hong Kong as the premier fund raising centre for the Mainland and many enterprises. Under his leadership, HKEx has stood firm against the recent financial tsunami. He has made significant contribution to transform HKEx into a world-class exchange.

Mr Victor Hui Chun-fui

     Mr Hui is awarded the GBS in recognition of his distinguished public and community service, particularly his dedicated contribution to the promotion and development of sports in Hong Kong over 40 years. An influential and well-respected figure in the sports community, Mr Hui has rendered valuable support to fostering the development of Hong Kong's top athletes and made exemplary effort in promoting the welfare and interests of athletes.

Dr Tai Tak-fung

     Dr Tai is awarded the GBS for his distinguished public and community service, particularly his commitment for the welfare of the local community and his devotion to charity services. Over the years, he had contributed significantly to various causes including his support to the Community Chest and sponsorship for Lunar New Year Fireworks Display in 2007 and 2009, and annual anniversary celebrations for the establishment of the Hong Kong Special Administrative Region.

Mrs Carrie Yau Tsang Ka-lai

     Mrs Yau is awarded the GBS in recognition of her loyal and distinguished service to the Government and the Hong Kong community. In particular, she has made exemplary contribution in the areas of public health, social welfare, food safety as well as home affairs. Mrs Yau retired as the Permanent Secretary for Home Affairs after serving 33 years with the Government.

Mr Barry Cheung Chun-yuen

     Mr Cheung is awarded the GBS for his distinguished public and community service, particularly his significant contribution as Chairman of the Urban Renewal Authority (URA). He has been successful in steering the organisation towards meeting the changing social aspirations, and leading the URA towards a comprehensive programme of preservation, rehabilitation, revitalisation and development.

Mr Thomas Chan Chun-yuen

     Mr Chan is awarded the GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community. In particular, he has made commendable contribution in the areas of agriculture, fisheries and conservation, and housing development. Mr Chan retired as the Permanent Secretary for Transport and Housing (Housing)/Director of Housing after serving 37 years with the Government.

Mr Mak Chai-kwong

     Mr Mak is awarded the GBS in recognition of his loyal and committed service to the Government and the Hong Kong community. In particular, he has made valuable contribution in the area of public works. Mr Mak retired as the Permanent Secretary for Development (Works) after serving 34 years with the Government.

Mr Albert Cheng Jinghan
-----------------------

     Mr Cheng is awarded the GBS for his distinguished community service. He is a well-respected figure in the media sector. Mr Cheng has shown particular concern about the livelihood of the grassroot members and paid special attention to their problems. He has also founded the Senior Citizen Home Safety Association to provide elderly persons living alone with the Personal Emergency Link Service which, together with its information technology application, has won global recognitions.

Medal for Bravery (Gold) (MBG)
==============================

Mr Wong Fuk-wing (deceased)
---------------------------

     The late Mr Wong is posthumously awarded the MBG in recognition of the utmost bravery he displayed in saving victims of the Qinghai earthquake on April 14, 2010. Mr Wong managed to escape unhurt after the initial tremor struck. He risked his own life to return to the dangerous zone to save others despite the immediate threat of strong aftershocks. While he was trying to save others, a strong aftershock caused the remaining building structure to crumble. Although he saved some staff and children from the debris, Mr Wong was killed in the incident. Mr Wong sacrificed his life selflessly to save victims of the Qinghai earthquake and has demonstrated exceptional courage and gallantry of the highest order.

Mr Yeung Chun-kit (deceased)
----------------------------

     The late Mr Yeung, a Senior Fireman, is posthumously awarded the MBG in recognition of the utmost bravery act he displayed during a rescue and firefighting operation at Lai Cheong Factory Building on March 8, 2010. Mr Yeung and his partner, Mr Ng Wai-lam, Fireman, were battling the fire inside the affected unit at the material time when Mr Ng's air supply was about to exhaust. In the course of retreat, Mr Yeung lost contact with Mr Ng because of the zero visibility. Despite the highly hazardous environment with intense heat at the scene and although his air supply was running out, Mr Yeung risked his life in searching for Mr Ng instead of continuing with his retreat. Unfortunately, Mr Yeung was subsequently found unconscious and partially buried under fallen objects inside the affected unit. He was certified dead on arrival at hospital while Mr Ng was rescued by other crew members. Mr Yeung has shown exceptional courage and gallantry of the highest order, and has demonstrated the noblest qualities of a public servant.

Silver Bauhinia Star (SBS)

The Honourable Li Fung-ying
---------------------------

     Ms Li is awarded the SBS for her distinguished public and community service, particularly her dedication and valuable contribution to safeguarding and enhancing employees' rights and benefits and formulating labour policies. She has also played an active role in promoting occupational safety and health in Hong Kong.

Mr David Lie-A-Cheong Tai-chong,

     Mr Lie-A-Cheong is awarded the SBS for his distinguished public and community service, particularly his valuable advice on fostering closer economic cooperation with the Mainland and Taiwan.

Dr Wilina Lim Wei-ling
----------------------

     Dr Lim is awarded the SBS for her dedicated and distinguished service to the Government and the Hong Kong community, particularly her outstanding performance in the field of public health and in virology, as well as her local and global contribution in the combat against the human swine influenza. Dr Lim is currently a Consultant in the Department of Health and has served in the Government for over 29 years.

Mr Star Chan Iu-seng

     Mr Chan is awarded the SBS for his distinguished public and community service, in particular his dedicated service to the Tsuen Wan community. In his various public service roles, he has served as an effective communication link between the local community and the Government.

     Mr Ng is awarded the SBS for his distinguished public and community service, in particular his valuable contribution to the development and promotion of sports in Hong Kong. He is also a staunch supporter of charitable services.

Mrs Stella Hung Kwok Wai-ching

     Mrs Hung is awarded the SBS for her loyal and dedicated service to the Government and the Hong Kong community. In particular, she has made valuable contribution in the areas of agriculture, fisheries and conservation, as well as public health and food safety. Mrs Hung retired as the Permanent Secretary for Food and Health (Food) after serving 34 years with the Government.

Mr Ian Grenville Cross
----------------------

     Mr Cross is awarded the SBS for his loyal and dedicated service to the Government and the Hong Kong community, particularly his valuable contribution to the development of prosecution services in Hong Kong and in raising the profile of the Hong Kong prosecution services in the international arena. Mr Cross left the service as the Director of Public Prosecutions of the Department of Justice after serving 31 years with the Government.

Mr Stephen Frederick Fisher
---------------------------

     Mr Fisher is awarded the SBS for his dedicated and distinguished service to the Government and the Hong Kong community. In particular, he has made remarkable contribution in the areas of home affairs, poverty alleviation and social welfare. Mr Fisher retired as the Director of Social Welfare after serving 30 years with the Government.

Mr Cheung King-man

     Mr Cheung is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community. In particular, he has successfully improved the quality of services provided by the Legal Aid Department and made valuable contribution in promoting public awareness and understanding of legal aid services. Mr Cheung retired as the Director of Legal Aid after serving 37 years with the Government.

Professor Albert Chen Hung-yee

     Professor Chen is awarded the SBS in recognition of his significant contribution to the development of law in Hong Kong, particularly his balanced views on issues involving the Basic Law to facilitate constructive discussion in the community.

Mr Eddy Chan Yuk-tak

     Mr Chan is awarded the SBS for his loyal and dedicated service to the Government and the Hong Kong community. In particular, he has made valuable contribution in the areas of public health, food safety and technology promotion. Mr Chan retired as the Commissioner for Innovation and Technology after serving 33 years with the Government.

Mr Liu Changle

     Mr Liu is awarded the SBS in recognition of his contribution to the broadcasting and media industry in Hong Kong. Under his leadership, the Hong Kong-based Phoenix Satellite Television Limited has grown into a multi-national media enterprise providing global viewers with one of the best sources of international news in Chinese.

Mrs Alice Lau Mak Yee-ming

     Mrs Lau is awarded the SBS for her exemplary and dedicated service to the Government and the Hong Kong community, particularly her valuable contribution in enhancing the administration of tax laws and achieving service excellence. Mrs Lau retired as the Commissioner of Inland Revenue after serving 39 years with the Government.

Mr Nicky Lo Kar-chun

     Mr Lo is awarded the SBS for his dedicated and distinguished public service, particularly his valuable contribution and constructive advice on matters relating to civil service salaries and conditions of service.

Mr Yam Tat-wing

     Mr Yam is awarded the SBS in recognition of his loyal and exemplary service to the Government and the Hong Kong community, particularly his valuable contribution to the Hong Kong Police Force. Mr Yam retired as the Deputy Commissioner of Police after serving 38 years with the Government.

     Mr Woo is awarded the SBS in recognition of his outstanding achievements in both the local and international film industries as well as his contribution to the development of Hong Kong films and Chinese films. He has also provided generous support for film education.

     Ms Lam is awarded the SBS for her distinguished public and community service, particularly her dedicated efforts in enhancing employees' rights and benefits as well as her valuable contribution to the formulation of labour policies.

     Mr Tang is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now a Senior Assistant Commissioner of Police and has served in the Force for over 31 years.

     Mr Suen is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now an Assistant Commissioner of Police and has served in the Force for over 33 years.

     Mr Chan is awarded the Hong Kong Fire Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Fire Services Department. He retired as a Chief Fire Officer after serving in the Department for over 37 years.

     Mr Wong is awarded the Hong Kong Fire Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Fire Services Department. He is now a Chief Fire Officer and has served in the Department for over 35 years.

     Mr Law is awarded the Hong Kong Fire Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Fire Services Department. He retired as a Chief Fire Officer after serving in the Department for over 35 years.

     Mr Tam is awarded the Hong Kong Customs and Excise Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Customs and Excise Department. He is now a Chief Superintendent of Customs and Excise and has served in the Department for over 36 years.

Mr Yau Chi-chiu

     Mr Yau is awarded the Hong Kong Correctional Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Correctional Services Department. He is now an Assistant Commissioner of Correctional Services and has served in the Department for over 30 years.

Captain Trevor Keith Marshall

     Captain Marshall is awarded the Government Flying Service Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Government Flying Service. He is now a Chief Pilot and has served in the Department for over 17 years.

Dr Francis Martin O'Tremba

     Dr O'Tremba is awarded the Government Flying Service Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Government Flying Service. He retired as the Senior Auxiliary Member after serving in the Department for over 15 years.
