Draft Lung Yeuk Tau and Kwan Tei South Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Lung Yeuk Tau and Kwan Tei South Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use framework to guide the development and redevelopment in the Lung Yeuk Tau and Kwan Tei South area," a spokesman for the Town Planning Board said today (June 11).

     The Planning Scheme Area, covering about 377 hectares, is bounded by Sha Tau Kok Road to the north, Princess Hill to the northeast, Lung Shan to the south and Fanling/ Sheung Shui New Town to the west.

     The primary planning intention of the area is to conserve the natural environment and to protect the active agricultural land, especially those in the Kwan Tei and Ma Mei Ha areas.

     A total of 77.75 hectares of land is zoned "Green Belt" which consists of the mountainous areas at Po Kat Tsai, the Queen's Hill near Lau Shui Heung and the dense vegetated areas to the north of Tong Hang.  

     To retain and safeguard good quality agricultural land for agricultural purposes, an area of about 144.42 hectares of active agricultural land and fallow arable land with a good potential for rehabilitation for cultivation are zoned "Agriculture".

     A site of about 11.32 hectares at Ma Liu Shui San Tsuen is zoned "Residential (Group C)" to reflect existing low-density residential development.

     Two sites, covering 26.20 hectares, are zoned "Comprehensive Development Area" ("CDA"). The "CDA" site at the former Burma Lines military site is planned for residential cum open space development while the other "CDA" site adjoining Ma Liu Shui San Tsuen will facilitate redevelopment of an existing soy sauce factory.

     An area near Tong Hang Village and a stretch of land along Lau Shui Heung Road, covering a total of 15.35 hectares, are zoned "Recreation".  It is intended to improve the environmental quality of the areas by offering incentives for low-density recreational development.

     A total of 79.38 hectares of land is zoned "Village Type Development" to demarcate existing recognised villages and areas suitable for village expansion.

     About 11.19 hectares is zoned "Government, Institution or Community" to serve the needs of local residents.

     Sites allocated for specific uses,  including Mass Transit Railway (East Rail Line), petrol filling station and amenity area, are zoned "Other Specified Uses". They take up about 3.35 hectares of land.

     The approved Lung Yeuk Tau and Kwan Tei South OZP No. S/NE-LYT/14 is now available for public inspection during office hours at the secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Sha Tin, Tai Po and North District Planning Office, North District Office and Fanling District Rural Committee.

     Copies of the approved OZP are available for sale at the Map Publications Centres in Yau Ma Tei and North Point.  The electronic version of the plan can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
