***********************************************************

The Government announced today (May 28) the establishment of the Appeal Panel on the Government's Voluntary Contributions under the Civil Service Provident Fund Scheme (Appeal Panel) with effect from June 1, 2010.

A Government spokesman said, "The Appeal Panel is a non-statutory advisory body. Upon the request of the Chief Executive, it will consider and advise the Chief Executive on representations made by civil servants on the Civil Service Provident Fund (CSPF) Scheme against the Government's decisions to forfeit or recover their accrued benefits attributable to the Government's Voluntary Contributions, and those attributable to the Special Disciplined Services Contributions if applicable, under the CSPF Scheme."

The membership, composition and terms of reference of the Appeal Panel broadly mirror those of the Pensions Appeal Panel which advises the Chief Executive on petitions from pensionable civil servants relating to the cancellation, suspension or reduction of pension benefits. Details of the composition and terms of reference of the Appeal Panel can be found on Civil Service Bureau's website at www.csb.gov.hk

The Chief Executive has appointed the three incumbent members of the Pensions Appeal Panel as members of the Appeal Panel. They are Miss Eliza Chan Ching-har as convenor cum member, and Mrs Ng Yeoh Saw-kheng and Mr William Chan Fu-keung as members. Their appointment to the Appeal Panel will take effect from June 1, 2010, and cease on the respective end date of their appointment to the Pensions Appeal Panel.
