Chief Executive speaks on constitutional development (with photos)

     Following is the transcript (English portion) of remarks of the Chief Executive, Mr Donald Tsang, at a media session after attending a signature campaign organised by the Alliance for Constitutional Development in Wan Chai today (January 31):

Reporter: Why are you here today?

Chief Executive: Well, there is a movement here to encourage people to participate in the discussion of the arrangement for elections in 2012.  We, HKSAR government, have proposed a set of proposals and these proposals will lead us to greater democracy and pave the way for universal suffrage elections in 2017 and 2020.  I think this is a very meaningful movement, so I come here and look at what they do and give them some encouragement.  I take the opportunity to remind the Hong Kong people that there is an important exercise at stake.  We should all participate.
