It occupied about 10.96 hectares of land and is intended to cater for information technology and telecommunications industries, non-polluting industry, office and other commercial uses.

About 46.15 hectares of land are zoned "Government, Institution or Community" to provide facilities to serve local and district needs. Examples of the major existing facilities are Wong Tai Sin Police Station, Wong Tai Sin Infirmary and Our Lady of Maryknoll Hospital, Wu York Yu Clinic, Chi Lin Nunnery and Home for the Aged, Hong Kong School for the Deaf as well as Wong Tai Sin Temple.
