     The Government announced today (January 11) that Mr Raymond Young Lap-moon, Permanent Secretary for the Civil Service (Special Duties), will take up the post of Permanent Secretary for Home Affairs on January 25, 2010 vice Mrs Carrie Yau Tsang Ka-lai who will take up the chairmanship of the Administrative Officer Recruitment Board in February before retiring in April this year after almost 33 years of service.

     Commenting on the appointment, the Secretary for the Civil Service, Miss Denise Yue, said, "Mr Young is a seasoned Administrative Officer with rich experience in public administration and proven leadership and management skills. I have every confidence that he will continue to serve the community with professionalism and dedication in his new capacity, and ably lead his colleagues to meet the challenges ahead."

     On the retirement of Mrs Yau, Miss Yue said, "Mrs Yau has rendered almost 33 years of loyal and dedicated service to the community and has made exemplary contributions to the development of Hong Kong in various areas. During her tenure as Permanent Secretary for Home Affairs, she has played a pivotal role in the promotion and development of district administration; arts, culture and sports; building management; legal aid; and community and youth policies.  We sincerely wish her a happy retirement."

     Brief biographical notes on Mrs Carrie Yau and Mr Raymond Young are set out below:

Mrs Carrie Yau Tsang Ka-lai

     Aged 54. Mrs Carrie Yau joined the Government in July 1977 as an Executive Officer and subsequently transferred to the Administrative Service in October of the same year. She rose to her present rank of Administrative Officer Staff Grade A1 in July 2002.  

     Mrs Yau has served in various bureaux and departments, including the former Environment Branch, the former Finance Branch, the former New Territories Administration, the former Civil Service Branch, the former City and New Territories Administration, the former Building and Lands Department, the former Security Branch, the former Education and Manpower Branch, the former Transport Branch and the former Chief Secretary's Office. Mrs Yau was Deputy Secretary for Security from October 1995 to August 1997, Director of Administration from August 1997 to June 2000, Secretary for Information Technology and Broadcasting from July 2000 to June 2002, Permanent Secretary for Health, Welfare and Food from July 2002 to May 2006, and Permanent Secretary for Health, Welfare and Food (Food and Environmental Hygiene)) from May 2006 to June 2007. She has been Permanent Secretary for Home Affairs since July 2007.

     Aged 49. Mr Raymond Young joined the Administrative Service in August 1982 and rose to his present rank of Administrative Officer Staff Grade A1 in April 2009.  

     Mr Young has served in various bureaux and departments, including the former Urban Services Department, the former City and New Territories Administration, the former Royal Hong Kong Police Force, the former Government House, the former Civil Service Branch, the former Industry Department and the former Education and Manpower Bureau. Mr Young was Deputy Secretary for Commerce and Industry (later re-titled Deputy Secretary for Commerce, Industry and Technology) from August 2001 to July 2004, Director-General of Trade and Industry from July 2004 to September 2006 and Director, Celebrations Preparatory Office (later re-titled Director, Celebrations Co-ordination Office) from September 2006 to July 2007. He was Permanent Secretary for Development (Planning and Lands) from July 2007 to August 2009.
