EMSD conducts full investigation into LPG engine stalling incident

     The Task Force set up by the Electrical and Mechanical Services Department (EMSD) to investigate the LPG engine stalling incident held its first meeting this (January 6) afternoon.

     During the meeting, EMSD briefed the Task Force members on the initial investigation conducted recently.  These include research on the import records of LPG, sample taking, preliminary analysis of laboratory results and drawing reference from related literature.  Members agreed on the direction of investigation which will focus on three aspects, namely, the supply chain of LPG, operation of filling stations and vehicles. The working groups will conduct thorough and full investigation to find out the cause of the incident.  The Task Force initially listed out various possible causes for the incident which include the following:

* whether the quality of LPG fulfills the required standard;
* whether LPG is contaminated;
* whether the operation and maintenance of  LPG facilities is appropriate;
* whether the operation and maintenance of LPG vehicles is appropriate.

     As for the operation and maintenance of vehicles, members agreed that more attention should be paid to the fuel system, such as the maintenance and repair of vapourizors.

     The meeting decided to set up three working groups under the Task Force to examine three specific areas, namely, gas terminal, filling stations and LPG vehicles. The working groups have commenced their work immediately to assist the Task Force in achieving an early completion of a thorough and full investigation.  The Task Force is committed to investigating the case in an open and transparent manner.  Progress and relevant findings will be released timely in  different stages.
     
     Moreover, the Task Force will set up a research group to oversee the LPG Vehicle Testing Scheme which will be launched from next Monday for three months. After undergoing checks, the 28 taxis taking part in the scheme will be provided with  LPG and maintenance service free in the coming three months. They will provide data including that on mileages and vehicle performance to EMSD for analysis and help EMSD to find out the cause of the incident as early as possible so as to take appropriate and corresponding measures.

     The EMSD hotline today received 13 LPG engine stalling cases.
