The Census and Statistics Department will conduct a small-scale test survey of the 2011 Population Census from December 21, 2009 to January 14, 2010 to test the questionnaire design and operational arrangements of the 2011 Population Census and consult households' views on related arrangements.
Following established practice of conducting a population census every 10 years, Hong Kong will conduct a population census in 2011. The aim is to obtain up-to-date benchmark information on the demographic and socio-economic characteristics of the population and on its geographical distribution. Such information is vital to government for planning and policy formulation and important to the private sector and academia for business and research purposes.
A sample of some 2 800 quarters has been selected for the Test Survey. All households and persons living in the selected quarters will be enumerated. Households of some selected quarters will participate in a detailed enquiry on a broad range of socio-economic characteristics and the others will be asked to provide some basic demographic information only. Enumerators from the Census and Statistics Department will then contact some of the households to collect their views on questionnaire design and operational arrangements.
Each enumerator will carry a Government/Enumerator Identity Card and a Certificate issued by the Department authorising the enumerator to conduct the Survey. Households are reminded to check carefully the identity of enumerators before allowing the enumerators to enter their premises.
The Test Survey is conducted as a voluntary statistical survey under Part IIIA of the Census and Statistics Ordinance (Laws of Hong Kong, Chapter 316). In accordance with this Ordinance, information on individual persons or households will be treated in strict confidence and will not be released to any other persons or organisations (including government departments) outside the Census and Statistics Department.
