Police will implement special traffic arrangements to facilitate a soccer match to be held at the Hong Kong Stadium tomorrow (December 12).
The following special traffic arrangements will be put into effect by phases starting from 12.00noon:
Phase I
(A) Road Closure
1. A section of Caroline Hill Road between Cotton Path and Leighton Road/Pennington Street (except for vehicles to St. Paul's Hospital when the access from Tung Lo Wan Road is closed).
(B) Traffic Diversion
1. A section of Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one way southbound;2. A section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one-way northbound;
(C) Passenger alighting arrangements
1. The drop-off zone for coaches will be at the western kerbside of Caroline Hill Road near Cotton Path, Cotton Path and the western kerbside of Eastern Hospital Road north bound near Cotton Path;
2. The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road where is located at the eastern side of the Stadium main entrance; and
3. No private car is allowed to drop off outside the main entrance of the Stadium. The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road where is located at the eastern side of the Stadium.
Phase II
(A) Road Closure
1. Same as Phase I, and
2. A section of Hysan Avenue westbound between Hoi Ping Road and Sunning Road.
(B) Traffic Diversion
1. Same as Phase I; and
2. Traffic cones will be laid on a section of Caroline Hill Road between Leighton Road and Link Road to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;
3. Traffic from Link Road downhill to Caroline Hill Road northbound must turn left to Leighton Road westbound;
4. A section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one-way eastbound;
5. Traffic cones will be laid on Hysan Avenue eastbound to facilitate two lanes of traffic to turn right into Hoi Ping Road;
6. Traffic on Hysan Avenue westbound between Yun Ping Road and Sunning Road must turn left to Sunning Road;
7. Vehicles leaving the Lee Gardens must turn left to Hysan Avenue;
8. Depending on traffic situation, traffic on Lan Fong Road may not be allowed to turn left into Lee Garden Road southbound and be diverted via Lee Garden Road north bound, Foo Ming Street and Percival Street.
(C) Passenger alighting arrangements
1. Same as Phase I
Phase III
(A) Road Closure
1. Same as Phase II.
(B) Traffic Diversion
1. Same as Phase II, and
2. All vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of Leighton Road eastbound to Caroline Hill Road.
(C) Passenger alighting arrangements
1. Same as Phase II.
Departure Phase
Towards the end of the event, the following measures maybe implemented at 6.35pm to facilitate the dispersal of the crowds:
(A) Road Closure
1. Caroline Hill Road;
2. Eastern Hospital Road;
3. Eastern Hospital Service Road;
4. Northbound Link Road downhill, except for vehicles heading for Link Road No. 1A, 3, 5 and 7;
5. Hoi Ping Road; and
6. Leighton Road if necessary.
(B) Traffic Diversion
1. Vehicles on Leighton Road/ Caroline Hill Road will be banned from entering Caroline Hill Road for Link Road; and
2. If Leighton Road closed:
- westbound traffic from Causeway Road will be directed to Irving Street;
- eastbound traffic from Morrison Hill Road will be diverted via Canal Road West;
- southbound traffic from Percival Street must turn right into westbound Leighton Road;
- southbound traffic from Canal Road East will be banned from turning left into Leighton Road.
Learner Drivers Prohibition (from 11.00am to 9.00pm)
(A) Learner drivers will be prohibited to use the following roads:
1. Leighton Road;
2. Wong Nai Chung Road;
3. Morrison Hil Road;
4. Canal Road;
5. Hennessy Road between Tin Lok Lane and East Point Road;
6. Yee Wo Street;
7. Percival Street;
8. Caroline Hill Road;
9. Link Road;
10. Stadium Path
11. Cotton Path;
12. Eastern Hospital Road and its service road;
13. Entering Tung Lo Wan Road from Causeway Road;
14. Hysan Avenue; and
15. Sharp Street East.
Suspension of parking spaces (from 11.00am to 9.00pm)
All on-street car parking spaces, motorcycle parking spaces, disabled parking spaces, metered and non-metered, in the following roads will be suspended:
1. Stadium Path;
2. Northbound Caroline Hill Road between Stadium Path and Cotton Path;
3. Eastern Hospital Service Road; and
4. Hoi Ping Road.
Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above might be towed without further notice.
All carparks along Caroline Hill Road may be closed at short notice if necessary. In addition, vehicles in carparks within the road closure areas will not be permitted to leave the carparks during the road closure period until the roads are re-opened to traffic.
