Recruitment of Government IT Analyst/Programmers starts today

     The Office of the Government Chief Information Officer (OGCIO) today (December 11) started an open recruitment exercise to identify suitable candidates for appointment on civil service terms as Analyst/Programmers II (APIIs).

     The Analyst/Programmer grade is a general grade under the OGCIO.  The grade has a long career path covering the fresh graduate intake level all the way to senior directorate level. APIIs are at the entry rank of the grade and are mainly responsible for developing, delivering, maintaining, and assisting in the procurement and management of information systems and services; evaluating and performing research of new hardware, software and technologies; and providing support in promotion of information technology (IT) and development/implementation of IT-related policies and strategies.

     The recruitment is open to all permanent residents of the Hong Kong Special Administrative Region who possess the requisite academic qualifications or those who are going to obtain such qualifications within the 2009-10 academic year. Interested parties may refer to the recruitment advertisement now available on the website (http://www.csb.gov.hk), in Ming Pao today and next  Friday (December 18) and in SCMP tomorrow (December 12) and next Saturday (December 19). The application period will end on December 31.

     The Government Chief Information Officer, Mr Jeremy Godfrey, said, "Our strategy for facilitating the information and communications technology (ICT) sector is twofold. While keeping an active outsourcing strategy to preserve jobs and assist employment in the private sector, we, as one of Hong Kong's largest users of IT, also maintain a highly qualified government IT workforce."

     Mr Godfrey said there had been a significant expansion in the size of government IT programmes over the years and there was a need to recruit high calibre individuals to build up a strong and healthy cadre of IT professionals to cope with the increasing demands and to maintain a strong role in project governance, contract management; as well as to develop in-house expertise with the required technical and business domain knowledge.

     "The mission of the Government IT profession is to inspire and support the Government to maximise the value of ICT in achieving its policy goals. We will provide high quality professional development to the new recruits from the very start of their careers to achieve this mission," he said.

     To provide a more comprehensive training roadmap for the Government IT profession, the OGCIO recently embarked on a new programme aiming to better equip the Government IT profession with the domain knowledge and expertise in the relevant business and technology areas.

     Entitled the Change Programme for the development of Government IT profession, it offers a number of initiatives to enhance the professional training framework. They include:

- Developing of best practice guides to facilitate staff to achieve higher levels of professional competence in the services;
- Organising regular training and experience sharing sessions to facilitate networking, skills transfer among colleagues; and
- Introducing a mentoring scheme to provide guidance to staff.

     "We will support their professional development through our policies and processes for recruitment, posting, development planning, performance appraisal and promotion," Mr Godfrey said.
