The following is issued on behalf of the Broadcasting Authority:

     At its meeting in October 2009, the Broadcasting Authority (BA) approved the application by China Satellite TV Group Company Limited for a "non-domestic television programme service licence".  The period of validity of the licence is 12 years, from October 29, 2009, to October 28, 2021 (both dates inclusive).  There are now altogether 18 "non-domestic television programme service" licensees in Hong Kong providing about 200 satellite television channels targeting viewers in the Asia Pacific region.

     The BA also approved the application by Swire Properties Hotel Management Limited for an "other licensable television programme service licence" for the provision of television programme service in hotel rooms in Hong Kong. The period of validity of the licence is 12 years, from October 2, 2009, to October 1, 2021 (both dates inclusive). There are now altogether 28 "other licensable television programme service" licensees providing services to more than 80 hotels in Hong Kong.

     The BA considered one complaint case against the television advertisement for "Lake Silver"(»È´ò¤Ñ®p) broadcast on the Home Channel of Asia Television Limited (ATV), Jade and Pearl Channels of Television Broadcasts Limited (TVB), Cable News Channel of Hong Kong Cable Television Limited (HKCTV) and now Business News Channel of PCCW Media Limited (now TV) in May 2009.  ATV, TVB, HKCTV and now TV were advised to observe closely the relevant provisions in the Generic Code of Practice on Television Advertising Standards.  Further details of the case are available in the Appendix.

     The BA noted that in September 2009, the Commissioner for Television and Entertainment Licensing (CTEL) dealt with 183 cases (483 complaints) under her delegated authority, of which 12 cases (16 complaints) were classified as minor breaches and 124 cases (358 complaints) were unsubstantiated. The remaining 47 cases (109 complaints) were held to be outside the ambit of the Broadcasting Authority Ordinance. The monthly complaints figures dealt with by CTEL since September 2008 are shown in Figure 1.
