Transcript of remarks by SED

     Following is the transcript of remarks (English portion) made by the Secretary for Education, Mr Michael Suen, on the fine-tuned medium of instruction policy at a stand-up media session after attending the Tung Wah Group of Hospitals luncheon today (October 21):

Reporter: Mr Suen, as you have said you would not hesitate to act if you found some practices that violated the regulations. Can you give some examples? What kind of actions will you take?

Secretary for Education: I am not suggesting that we are encountering actual examples of great injustice in this area. But I think every system must have remedial measures to counter such action. We haven't seen any blatant example. But the system does provide for focus inspections should we come across any misrepresentation or other irregularities. Other than that, we believe that the schools will actually base (their plans) on the actual abilities of their students to come up with the best arrangements for their students.
