************************************************************

The Secretary for Constitutional and Mainland Affairs, Mr Stephen Lam, chaired a meeting on "The Complementary Work of the HKSAR in the Preparation of the National 12th Five-Year Plan" in Hong Kong today (September 29) to discuss with officials of the National Development and Reform Commission the preparatory work of the HKSAR in complementing the formulation of the National 12th Five-Year Plan. Representatives from the Hong Kong and Macao Affairs Office of the State Council also attended the meeting.

The HKSAR Government attaches great importance to matters relating to the National 12th Five-Year Plan and has been maintaining close communication with ministries of the Central Government in taking forward the complementary work relating to the preparation of the National 12th Five-Year Plan. This helps to build an effective platform in promoting "win-win" co-operation between Hong Kong and the Mainland, so that Hong Kong can further leverage on its strengths to make timely and effective contributions to the development of the Mainland, and at the same time can continue to maintain prosperity and stability.

The meeting went smoothly.  A focus of the discussion was on the elevation of some key elements of Hong Kong/Guangdong co-operation to the level of the National 12th Five-Year Plan through the implementation of the "Outline of the Plan for the Reform and Development of the Pearl River Delta" announced by the National Development and Reform Commission in January this year, with a view to soliciting support from the Central Government on the related policies.

The meeting was attended by representatives from different bureaux and departments of the HKSAR Government, including the Constitutional and Mainland Affairs Bureau, the Financial Services and the Treasury Bureau, the Commerce and Economic Development Bureau, the Environment Bureau, the Transport and Housing Bureau, the Development Bureau, the Education Bureau, the Food and Health Bureau and the Home Affairs Bureau.
