CE receives report from Committee on Review of Post-service Outside Work for Directorate Civil Servants

     The Chief Executive today (July 10) received the report submitted by the Committee on Review of Post-service Outside Work for Directorate Civil Servants.

     The Chief Executive expressed his gratitude to the chairman and members of the review committee for undertaking and completing this important review.  

     "To enable the public to understand the findings and recommendations of the Review Committee, I have invited the review committee to make public the report," the Chief Executive said.

     "The review committee's recommendations would affect directorate civil servants. The Administration will consider the recommendations carefully, consult the staff side, and formulate its response. The fundamental issue at stake is how to strike an appropriate balance between protection of the public interest and protection of directorate civil servants' right to work."

     "Although the control arrangements for post-service employment of politically appointed officials are outside the terms of reference of the review committee, we will also carefully consider their observation in this regard."

     The Committee on Review of Post-service Outside Work for Directorate Civil Servants was appointed by the Chief Executive in September 2008 to review the existing policy and arrangements, and to submit its findings and recommendations to the Chief Executive by mid-2009.  

     Over the past nine months, the review committee has examined in detail the current post-service outside work control regime for directorate civil servants and drawn on overseas experience. It has also conducted a two-month public consultation to solicit views from members of the public and stakeholders.
