ICAC Complaints Committee Annual Report tabled in LegCo

     The Annual Report of the Independent Commission Against Corruption (ICAC) Complaints Committee for 2008 was tabled in the Legislative Council today (June 24).  This is the 14th annual report published by the committee to provide an account of its work in 2008 to the public.

     The committee is tasked with the major responsibility of monitoring the handling of non-criminal complaints against the ICAC and its officers.  The committee takes an independent view on the ICAC's investigation findings on the complaints received, reviews the ICAC's procedures, guidelines and practices which may lead to complaints and makes recommendations for improvement.

     In 2008, the committee received 22 complaints comprising 48 allegations against the ICAC and its officers.  Among these allegations, 46% were related to neglect of duties, 42% misconduct by ICAC officers and 12% abuse of power.  

     During the year, the committee held three meetings to consider papers and reports on 22 complaints comprising 46 allegations.  In respect of the three allegations found to be substantiated, the relevant ICAC officers were already given appropriate advice.

     In the course of examination, the committee scrutinised the internal procedures, guidelines and practices of the ICAC. In response to the recommendations of the committee, the ICAC has put in place improvement measures.

     In 2008, the committee was chaired by Mr Andrew Liao Cheung-sing.  Other members were Mr Anthony Chan Kin-keung, Miss Anna Chow Suk-han, Mr Albert Ho Chun-yan, Mrs Stella Lau Kun Lai-kuen, Mrs Sophie Leung Lau Yau-fun, Mr Jasper Tsang Yok-sing, and the representative of The Ombudsman, Mr Tony Ma.

     The annual report is available to members of the public on the Administration Wing website (www.admwing.gov.hk/) and at the ICAC's regional offices.
