The Government announced today (April 30) that Deputy Director of Electrical and Mechanical Services, Mr Stephen Chan Hung-cheung, will succeed Mr Ho Kwong-wai as Director of Electrical and Mechanical Services with effect from May 3. Mr Ho will proceed on pre-retirement leave the same day after 35 years of service with the Government.
Commenting on Mr Chan's appointment, the Secretary for the Civil Service, Miss Denise Yue said, "Mr Chan has extensive knowledge on the operation of the Electrical and Mechanical Services Department and the Electrical and Mechanical Services Trading Fund, as well as proven administrative and leadership skills. I am confident that he will be able to lead the department to meet the challenges ahead and continue to deliver high quality and cost-effective service to the public and its clients."
On the retirement of Mr Ho Kwong-wai, Miss Yue said, "Mr Ho has served with zeal and commitment in the civil service throughout the years. As the Director of Electrical and Mechanical Services, Mr Ho has led the department with a clear vision to accomplish its missions in providing quality services and in fulfilling its regulatory functions. He has overseen the safe operation of the electrical, electronics, mechanical, air-conditioning and building service systems falling under the purview of the department, and promoted energy efficiency and conservation, as well as the adoption of energy efficient products in the community. In his capacity as the General Manager of the Electrical and Mechanical Services Trading Fund, Mr Ho has endeavoured to enhance its competitiveness and the quality of services provided to clients. I sincerely wish him a happy retirement."

Mr Ho Kwong-wai

Aged 59, Mr Ho joined the Government as an Assistant Electrical and Mechanical Engineer in October 1973. He was promoted to Chief Electrical and Mechanical Engineer in October 1989, to Government Electrical and Mechanical Engineer in June 1996 and to Deputy Director of Electrical and Mechanical Services in August 1999. He has been the Director of Electrical and Mechanical Services since December 2006.
Mr Stephen Chan Hung-cheung

Aged 57, Mr Chan joined the Government as an Electrical and Mechanical Engineer in January 1983. He was promoted to Chief Electrical and Mechanical Engineer in June 1999, to Government Electrical and Mechanical Engineer in April 2002 and to Deputy Director of Electrical and Mechanical Services in September 2007. He is now serving as the Deputy Director/Regulatory Services of the Electrical and Mechanical Services Department.
