Two Lump Sum Grant committees appointed

     The Government has announced the appointment of 17 members to the reconstituted Lump Sum Grant Steering Committee (LSGSC) and the appointment of eight members to a newly established Independent Complaints Handling Committee (ICHC).  The appointments are effective from April 22 for an initial term of two years.

     A spokesman for the Labour and Welfare Bureau said, ¡§The LSGSC is chaired by the Director of Social Welfare and reconstituted to include five independent members.¡¨

     They are:

     "The LSGSC also comprises 12 members with the following background: non-governmental organisations' (NGOs') management, service users and staff unions,¡¨ he said.

     All non-official Members are appointed to the LSGSC on an ad personam basis.

     The LSGSC also comprises a representative each from the Labour and Welfare Bureau and the Social Welfare Department as official members.

     Turning to the ICHC, the spokesman said that Mr Herman Hui and Mr Tony Yen were appointed Chairman and vice-chairman respectively.

     Mr Hui is a Consultant Solicitor and has rich experience in community services, especially in the welfare field, having served on the Social Welfare Advisory Committee and the Rehabilitation Advisory Committee since 2004.  

     Mr Yen retired from the Civil Service as the Law Draftsman of the Department of Justice in 2007 and has involvement in the welfare field.

     Dr David Dai, Mr Lai Kam-tong, Mr Kevin Lau, Miss Maria Lee, Mr Robert Tai and Ms Marina Wong are appointed as members of the ICHC and they have rich experiences in the human resource management, accounting, education, health services and business sectors.

     The Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, is pleased to have the support of the appointees in forming the two committees.

     Mr Cheung said, "The appointments are made in response to the recommendations put forward by the Lump Sum Grant Independent Review Committee in December 2008 to improve the Lump Sum Grant Subvention System (LSGSS).

     "I am confident that the reconstituted LSGSC will lead the sector in the continuous development of the LSGSS and the ICHC, under the leadership of Mr Hui and Mr Yen, will ensure that complaints related to the LSGSS and concerning NGOs will be handled in a fair and efficient manner."

     As was the established mechanism, the Administration would put in place a system for ICHC members to declare interest to ensure that no member would be involved in handling complaints about NGOs related to them, the spokesman said.
