    Please broadcast the following special announcement at frequent intervals this morning (March 28):

    The Social Welfare Department announces that today is a regional flag day.  Operation Dawn Limited, Suicide Prevention Services and Hong Kong Tin Shui Wai Women Association will sell flags on Hong Kong Island, in Kowloon and the New Territories respectively.
