Appointments to Independent Police Complaints Council

     The Government today (December 24) announced the appointment of two new vice-chairmen and six new members as well as the re-appointment of a serving vice-chairman and four serving members to the Independent Police Complaints Council (IPCC).

     The appointments and re-appointments are for a term of two years from January 1, 2009, to December 31, 2010.

     The two new vice-chairmen are Dr Lam Tai-fai and Mr Abraham Shek Lai-him.  The six new members are Ms Carmen Chan Ka-mun, Mr Eric Cheung Tat-ming, Prof Stephen Cheung Yan-leung, Ms Christine Fang Meng-sang, Mr Eddie Ng Hak-kim and Mr Pang Yiu-kai.

     Dr Joseph Lee Kok-long has been re-appointed as a vice-chairman and the re-appointed members are Mr Yeung Yiu-chung, Dr Tse Tak-fu, Ms Priscilla Wong Pui-sze and Dr Lawrence Lam Chi-kit.

     The appointments were published in the Government Gazette today (December 24).

     The IPCC is an independent civilian body responsible for monitoring and reviewing the investigation of complaints against members of the police force.  The current chairman is Mr Jat Sew-tong, SC.

     Following the passage of the IPCC Ordinance by the Legislative Council on July 12, 2008, the IPCC will be placed on a statutory basis, thus reinforcing the council¡¦s independent monitoring role and further enhancing the transparency of the police complaints system.  The IPCC plans to start operating as a statutory body in the first half of 2009.
