The Home Affairs Bureau announced today (November 20) the appointment or re-appointment of members to the Committee on Performing Arts and the Funding Committee for the Performing Arts.
The Committee on Performing Arts was established in November 2004 to advise the Government on the provision of performing arts service including:
- the promotion of appreciation, expression and creativity in the performing arts;
- the formulation of strategies and plans for the development of performing arts facilities and services, with reference to the Culture and Heritage Commission Policy recommendations; and
- the encouragement of community support and partnership with different sectors in arts education, cultural exchange and other matters pertaining to the promotion of the performing arts.
In its new term, the committee will continue to examine issues of concern to the performing arts sector, including venue policy, arts education and programme promotion and audience development policies.
The Funding Committee for the Performing Arts was established in November 2006 to advise the Government on the funding policies for the major performing arts groups, including:
- the issue of consolidated grants to the major performing arts groups currently receiving annual subvention from the Home Affairs Bureau;
- the development of a new funding system, which includes a common assessment mechanism with a set of clear and measurable assessment criteria, for funding the performing arts groups currently receiving annual subvention from the HAB having regard to the parameters recommended in the Committee on Performing Arts Recommendation Report (I);
- the introduction of mechanisms in the new funding system to allow for the upward or downward adjustment of the funding level of each group;
- the introduction of mechanisms for "entry and exit" of groups receiving Government subventions, including mechanisms for review and appeal, and for the referral of groups from the Hong Kong Arts Development Council; and
- the consideration on the need to establish "flagship" performing companies in Hong Kong for the purpose of funding.
The two committees will serve a two-year term until October 31, 2010.
