Statement by Chairman of the Committee on Review of Post-Service Outside Work for Directorate Civil Servants

     The following statement is issued on behalf of the Chairman of the Committee on Review of Post-Service Outside Work for Directorate Civil Servants, Mr Ronald Arculli:

     This independent Review Committee was set up by the Chief Executive in response to the wide public concern expressed on the post-service outside work control regime for directorate civil servants. And I was asked by the Chief Executive to be the chairman of the committee which I readily accepted.

     The committee will review the existing policy and arrangements governing post-service outside work for directorate civil servants and submit findings and recommendations to the Chief Executive.

     The committee will have a total of 11 members, including me. The other 10 members consist of five Legislative Council members and member-elect, the head of a university, a professor in public law, a seasoned businessman, a retired senior civil servant and the Secretary for the Civil Service.

    Members of the committee are not just from different sectors of the community, but also have the ability, experience and standing to work in a fair, impartial and independent manner on this important review.

     The first meeting of the committee will take place shortly. It will decide on meeting arrangements, a work plan for the months ahead, receive briefings by the Civil Service Bureau on the existing policy and arrangements, etc.

     In the course of its work, the committee will proactively consult with relevant stakeholders and invite and consider submissions and representations.

     The committee will keep the relevant Legislative Council Panel informed of its work.

     The committee will, as requested, submit its findings and recommendations to the Chief Executive around the middle of next year. The Chief Executive has decided to make the report open to the public, a decision I believe the committee and the public will welcome.
