Establishment of Committee on Review of Post-service Outside Work for Directorate Civil Servants

     The Chief Executive, Mr Donald Tsang, today (September 30) announced the appointment of Mr Ronald Arculli, an Executive Council member, to chair an independent committee to review the existing policy and arrangements governing post-service outside work for directorate civil servants. The Chief Executive also announced the appointment of 10 people to serve on the committee.

     In response to public concern on the post-service employment of senior civil servants after leaving the Government, the Chief Executive has decided to set up an independent committee to review the existing policy and arrangements, having regard to the need to balance directorate civil servants' right to work after leaving the Government, public expectation and prevention of conflict of interest.

     "The committee will consult widely and consider submissions and representations from the general public and relevant stakeholders. It will submit its recommendations in mid-2009. The report will be made public," Mr Tsang said.

     The 10 members appointed by the Chief Executive to serve on the committee are:

Professor Albert Chen Hung-yee
Mr Philip Chen Nan-lok
Legislator Ms Audrey Eu Yuet-mee
Legislator Mr Albert Ho Chun-yan
Legislator Mr Andrew Leung Kwan-yuen
Legislator Mr Tam Yiu-chung
Secretary for the Civil Service, Miss Denise Yue

     The terms of reference of the committee are:

(a) to review the existing policy and arrangements governing post-service outside work for directorate civil servants;

(b) in the course of conducting the review in (a) above, to invite and consider submissions and representations; and

(c) to submit findings and recommendations to the Chief Executive in mid-2009.
