     The 2008 Honours List will be published in the Government Gazette today (July 1). This is the 11th full Honours List since the reunification.

     The Chief Executive has accorded awards to a total of 269 persons in this year's Honours List, including:

     This year's recipients are from all walks of life. They have been given an honour or award in recognition of their significant contribution to Hong Kong or for their dedicated public and community service.

     The presentation ceremony for the awards will be held later this year, tentatively in October.

Grand Bauhinia Medal (GBM)
==========================

The Honourable Li Kwok-nang, Andrew
-------------------------------------------

Mr Justice Andrew Li is awarded the GBM in recognition of his distinguished public service, particularly his significant contribution in ensuring the successful implementation of the new constitutional order under the "One Country, Two Systems" concept. Having been the Chief Justice for more than 10 years, he has played a crucial role in upholding the rule of law in the HKSAR and the administration of justice, and in safeguarding the independence of the Judiciary. He has also made exemplary efforts to establish a rapport with the judiciary on the Mainland and help enhance mutual understanding of the different legal systems on the Mainland and in Hong Kong.

Dr Hu Hung-lick, Henry, GBS, JP

Dr Hu is awarded the GBM for his life-long dedication and contribution to public and community service, particularly in broadening the tertiary education opportunities of the younger generation by establishing Hong Kong Shue Yan University (HKSYU) which is the first private university in Hong Kong.  Since its establishment in 1971, the HKSYU has been operating on a self-financing basis and has not received any recurrent funding from the Government over the past 36 years. Dr Hu has devoted substantial financial resources and personal efforts to continuously improve HKSYU and its students・ learning experience.

Dr Cheng Yu-tung

Dr Cheng is awarded the GBM for his distinguished public and community service, in particular his significant contribution to the development and innovation of the jewellery manufacturing industry. He has also been active in charitable activities and has set up the "Cheng Yu Tung Foundation" which has made numerous donations to educational projects in Hong Kong, the Mainland and overseas. His business conglomerate has also partnered with the Chinese University of Hong Kong to develop a teaching hotel to nurture future leaders in hotel and tourism management.

Dr Chan Sui-kau, GBS, JP

Dr Chan is awarded the GBM in recognition of his life-long dedication to the promotion and development of the textiles and clothing industry in Hong Kong.  He is an iconic figure and highly regarded in the textiles and clothing industry.  He has been generous in imparting insightful advice to other members of the trade. As the trade faces increasing challenges in recent years due to globalisation, his contribution continues to carry much weight among practitioners. Dr Chan is also active in charitable activities and has been keen to support and promote education in Hong Kong and in the Mainland.

Mr Cheng is awarded the GBS for his distinguished public and community service, and in particular, his significant contribution as a Member of the Executive Council. As the President of the Hong Kong Federation of Trade Unions, Mr Cheng has made outstanding contribution to the formulation of labour policies and promotion of harmonious labour relations. He has also made exemplary efforts in improving employees・ rights and benefits while maintaining the business-friendly environment in Hong Kong. In his various public service roles, he has served as an effective communication link between the employees and the Government.

Mr Liao is awarded the GBS for his distinguished public and community service, particularly his significant contribution as a Member of the Executive Council and his dedication to the work of the Airport Authority in terms of legal expertise. Under his chairmanship, the Air Transport Licensing Authority has considered scheduled air services licence applications most efficiently. Mr Liao has made valuable contribution to the healthy development of civil aviation in Hong Kong.

Dr the Honourable Cheung Kin-tung, Marvin, SBS, JP

Dr Cheung is awarded the GBS in recognition of his distinguished public and community service, particularly his significant contribution as a Member of the Executive Council and his dedication to the development of tertiary education in Hong Kong. During his tenure as the Vice Chairman of the Council of the Hong Kong University of Science and Technology, Dr Cheung has led the University to embark on a number of important tasks, including preparatory work for the implementation of the "3+3+4" academic structure. He has also made considerable contribution to the work of the Airport Authority.

Mr Fong is awarded the GBS in recognition of his distinguished public and community service, particularly his dedicated efforts in leading the Securities and Futures Commission (SFC). Under his chairmanship, the SFC has actively pursued with the Mainland authorities on various important policy issues that would strengthen Hong Kong・s position as an international financial centre.  He has played a pivotal role in setting the overall direction, policies and strategies of the SFC.

Mr Lam Chung-lun, Billy, SBS, JP

Mr Lam is awarded the GBS for his distinguished public and community service, particularly his dedication to advancing the urban renewal programme in Hong Kong. During his tenure as the Managing Director of the Urban Renewal Authority (URA), he has succeeded in commencing all the 25 projects inherited from the Land Development Corporation and has laid a solid foundation for URA・s future work. Mr Lam is also a staunch supporter of volunteer work.

Mrs Leung is awarded the GBS for her longstanding public and community service, particularly her contribution to Po Leung Kuk. She has been elected as the Chairman of the Association of Po Leung Kuk Chairmen Limited for 15 consecutive years in view of her competence and dedication. She has also made significant contribution to the development of Girl Guides activities and is a staunch supporter of charitable services.

Dr Wong is awarded the GBS in recognition of his distinguished public and community service, particularly his contribution to the continuous innovation and technology development in Hong Kong. As the former Chairman of the Hong Kong Applied Science and Technology Research Institute Company Limited, he has also made exemplary efforts in promoting the technology upgrade of local industries. In his various public service roles, Dr Wong has helped local industries scale new heights along the technological ladder.

Mr Wu is awarded the GBS for his distinguished public and community service, particularly his nine years of devoted service with the Hospital Authority (HA) and his outstanding leadership as the HA Chairman since 2004. He has made great achievement in taking the HA through various challenges in recent years, including the significant pressure placed on the public health system since the outbreak of SARS. He has also made valuable contribution to the economic development in his role as the Vice Chairman of the Hong Kong General Chamber of Commerce.

Mr Wong is awarded the SBS for his dedicated and meritorious service to the Government and the Hong Kong community. In particular, he has made valuable contribution to the development of telecommunications infrastructure and to the promotion of innovation and technology in Hong Kong. Mr Wong retired as the Commissioner for Innovation and Technology after serving 34 years with the Government.

Under his leadership, the Rating and Valuation Department has been successful in achieving or exceeding its performance targets in all service areas. Mr Cheung, a Police Constable, is awarded the MBB in recognition of the exemplary act of gallantry he displayed in an anti-burglary operation in Yuen Long on 4 January 2007. As the suspect fled the scene, Mr Cheung immediately gave chase and followed him into the bushes for fear that the culprit might disappear, despite the known danger of pursuing a suspect on his own in rough terrain during the dark morning hours. He caught up with the suspect from behind but was met with violent struggle and chopper attack.  Mr Cheung sustained serious injuries and as the attack continued, he had no alternative but to fire at the suspect. Mr Cheung displayed courage, professionalism and determination during the operation despite the danger to himself.
