Draft Kai Tak Outline Zoning Plan Approved

    The Chief Executive in Council has approved the draft Kai Tak Outline Zoning Plan (OZP), which provides a statutory land use framework to guide development and redevelopment in the Kai Tak area.

     The Planning Scheme Area of 323 hectares covers the North Apron Area, South Apron Area and Runway Area of the former airport site, Ma Tau Kok waterfront, Kwun Tong waterfront, Cha Kwo Ling waterfront, Kai Tak Approach Channel, To Kwa Wan Typhoon Shelter and Kwun Tong Typhoon Shelter.  

     The overall planning intention is to develop Kai Tak as a "Heritage, Green, Sports and Tourism Hub of Hong Kong".  

    Some 36.3 hectares of land has been reserved for residential developments. These include the existing private residential developments at To Kwa Wan waterfront, two public housing sites in the North Apron Area, medium-density residential developments in Kai Tak City Centre and low-density residential developments in the Runway Area, which are zoned "Residential (Group A)", "Residential (Group B)" and "Residential (Group C)" respectively.  

    To meet strategic planning needs, 17 hectares are zoned "Commercial" ("C").  These "C" sites are located in the Kai Tak City Centre (on the north side of the Shatin-to-Central Link, Kai Tak Station), the South Apron Area on the Kowloon Bay waterfront (including some existing properties) and the Runway Area (mainly planned for hotel developments).

    Three sites of 5.6 hectares in total are zoned "Comprehensive Development Area" and are intended for comprehensive development/redevelopment for residential and/or commercial uses.  One is located at the Ma Tau Kok waterfront and the other two are located in the Kai Tak City Centre.

    About 36 hectares are zoned "Government, Institution or Community" to provide land for Government, institutional or community facilities to serve the needs of local residents and the wider community.  This zoning covers a wide range of educational, social welfare, community/cultural, sports, recreational, police and fire services and utility facilities. A hospital site of 7.6 hectares has also been reserved.  

    Some 97.7 hectares is zoned "Open Space", which includes the Metro Park (24 hectares), and district and local open spaces as well as waterfront promenades.

    About 58.5 hectares is zoned "Other Specified Uses" for specific developments.  These include a cruise terminal, stadium, heliport, railway station, and waterfront and tourism related uses.  The rest of the area, 72 hectares, is for major roads and other uses.

    Starting from tomorrow (November 9), the approved Kai Tak OZP No. S/K22/2 will be available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters in North Point and Sha Tin, the Kowloon District Planning Office, and the Kowloon City, Kwun Tong and Wong Tai Sin District Offices.

    Also from November 9, copies of the approved OZP will be available for sale at Map Publications Centres in North Point and Yau Ma Tei, and will be viewable on the board's website at www.info.gov.hk/tpb.
