The Secretary for Constitutional and Mainland Affairs, Mr Stephen Lam, speaks at a luncheon of the Employers' Federation of Hong Kong today (August 31) to brief its members on the Green Paper on Constitutional Development. Mr Lam outlined the key issues set out in the Green Paper and explained the principles and requirements involved in attaining the ultimate aim of universal suffrage as stipulated in the Basic Law.   Close
