HA Board endorsed Flexible Employment

    The Hospital Authority (HA) Board today (July 26) discussed and endorsed at its Administrative and Operational Meeting the flexible employment in HA to help meet rapidly changing circumstances in relation to manpower supply and surge in service demand.

     The Head of Human Resources of HA, Mr David Rossiter, said, "the Board has endorsed the overall direction of having a more versatile workforce with more flexible career opportunities for existing employees and an adjustable mix of full timers and part-timers to help bring in leading expertise from the private sector.  Notwithstanding this, the overall objective of maintaining the overwhelming majority of staff in HA are permanent staff will remain unchanged."

     He pointed out that the employment package to be offered to part-timers will be determined on a more or less pro-rata basis to full timers.  A Code of Practice will also be issued to clinical part-timers to avoid possible conflict of interests' situations and inappropriate use of public resources.

     "Under the new arrangements, Cluster Chief Executives can recruit, process and approve applications for part-time employment based on specific operational and training needs. They could negotiate with the applicants appropriate employment terms and conditions within an approved framework," Mr Rossiter remarked.
