ICAC Complaints Committee Annual Report tabled in LegCo

    The 2006 Annual Report of the Independent Commission Against Corruption (ICAC) Complaints Committee (the Committee) was tabled in the Legislative Council today (July 4). This is the twelfth annual report published by the Committee to keep the community informed of its work.

     The Committee is responsible for monitoring the handling of non-criminal complaints against the ICAC and its officers.

     Apart from considering findings of complaint investigations impartially, the Committee also reviews ICAC procedures and practices which may lead to complaints, and makes recommendations for improvement.

     In 2006, the Committee received 15 complaints containing 42 allegations against the ICAC and its officers. Two additional allegations were registered in 2006 in respect of a complaint received in 2005. Of these allegations, 27 per cent were on misconduct, 27 per cent on neglect of duties and 43 per cent on abuse of power by ICAC officers. The remaining three per cent were related to inadequacies of ICAC procedures.

     The Committee held three meetings during the year to consider investigation reports on 24 complaints with 84 allegations. Five allegations involving five complaints were found to be substantiated or partially substantiated.

     In the course of examination, the Committee has carefully scrutinised the internal procedures, guidelines and practices of the ICAC. In response to the recommendations of the Committee, the ICAC has implemented improvement measures accordingly.  

     The Committee was chaired by the Honourable Andrew Liao Cheung-sing. Other members were Mr Anthony Chan Kin-keung, the Honourable Tommy Cheung Yu-yan, Miss Anna Chow Suk-han, the Honourable Fred Li Wah-ming, the Honourable Jasper TsangYok-sing, Ms Wong Mee-chun, and Mr Tony Ma, the representative of The Ombudsman.

     The annual report is available for public inspection at the Regional Offices of the ICAC. It is also available at the website http://www.admwing.gov.hk .
