    The 2007 Honours List will be published in the Government Gazette today (July 1). This is the tenth full Honours List since the reunification.  

     The Chief Executive has accorded awards to a total of 286 persons in this year's Honours List, including:

     This year's recipients are from all walks of life. They have been given an honour or award in recognition of their significant contribution to Hong Kong or for their dedicated public and community service.

     The presentation ceremony for the awards will be held later this year, tentatively in October.

     Following are the citations on the award recipients of the 2007 Honours List:

Grand Bauhinia Medal (GBM)
--------------------------

The Honourable Mrs FAN HSU Lai-tai, Rita, GBS, JP

Mrs FAN is awarded the GBM in recognition of her long and distinguished public service, in particular her significant contribution to the smooth transition of Hong Kong and her exemplary efforts in promoting the implementation of "One Country, Two Systems".  Having been the President of the Provisional Legislative Council and the Legislative Council for more than 10 years, Mrs FAN has successfully led the Legislative Council to sail through Hong Kong's transition under a new constitutional order.  She also takes active part in charitable activities and shows great concern for the welfare of the Hong Kong society.

The Honourable Rafael S.Y. HUI, GBS, JP

Mr HUI is awarded the GBM in recognition of his dedicated and distinguished service to the Government and the Hong Kong community.  With his outstanding ability and experience in public administration, he has made significant contributions to Hong Kong's development and helped steer the Government through many and varied challenges during his tenure as Chief Secretary for Administration.  He played a key role in ensuring coordination in policy formulation and implementation.  He has also made valuable contributions to Hong Kong through his service on a number of public organisations, including the Mandatory Provident Fund Schemes Authority.

Dr the Honourable LI Kwok-po, David, GBS, JP

Dr LI is awarded the GBM for his wide range of distinguished public service, particularly his tremendous contribution to the financial services sector.  As a successful banker, Dr LI has provided valuable advice on the development of the banking sector and made significant personal contribution to the formulation of banking supervisory policies.  His activity in this respect helps promote the financial stability of Hong Kong and strengthen its status as an international financial centre.   In his various public service roles, he has served as an effective link between the financial sector and the Government.

Dr LEE Shau-kee

Dr LEE is awarded the GBM in recognition of his outstanding contribution to education and community service.  As an enthusiastic supporter to higher education and the nurturing of talents, he has donated generously to universities and other institutes for the pursuit of academic excellence in the past decades.  He has set up the "Lee Shau Kee Foundation" and "Pei Hua Education Foundation Co. Ltd", which sponsor education with special concern on the development of education and research in Chinese communities.  He has also made exemplary efforts in the promotion of youth development.

Gold Bauhinia Star (GBS)

The Honourable CHEUNG Kin-chung, Matthew, JP

Mr CHEUNG is awarded the GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community.  In particular, he has made sterling contribution in the areas of education and manpower, and employment and labour.  Mr CHEUNG retired as the Permanent Secretary for Economic Development & Labour (Labour)/Commissioner for Labour after serving 36 years with the Government.

The Honourable Mrs LEUNG LAU Yau-fun, Sophie, SBS, JP

Mrs LEUNG is awarded the GBS for her distinguished public and community service, particularly her remarkable contribution and concrete support to the textiles and clothing industry in Hong Kong as well as her balanced and valuable advice on the development of the industry.  She has also made significant contribution in the areas of women's affairs and medical care.

Venerable KOK Kwong

Venerable KOK Kwong is awarded the GBS in recognition of his long and distinguished service to the community, particularly his devotion to the promotion and teachings of Buddhism.  Under his leadership, the Hong Kong Buddhist Association has established itself as a major charitable organisation in Hong Kong providing a wide range of community services.  He has also been actively promoting international Buddhist activities and made valuable contribution to enhancing Hong Kong's status and image among the worldwide Buddhist communities.

Mr HO Sai-chu, SBS, JP

Mr HO is awarded the GBS for his distinguished public and community service, particularly his contribution to the formulation of labour policies and the promotion of harmonious labour relations in Hong Kong.  He has also made significant contribution to the work of the Housing Authority.  In particular, he has devoted considerable effort in driving forward the divestment of the Authority's retail and carparking facilities.

Dr YU Sun-say, Jose, SBS, JP

Dr YU is awarded the GBS for his distinguished public and community service, particularly his contribution in promoting the trade and industrial development in Hong Kong.  He has also made exemplary efforts in enhancing the economic co-operation between the Mainland and Hong Kong.  Under his leadership, the Chinese Manufacturers' Association has organised many trade fairs and study tours in the Mainland to promote products of Hong Kong and explore new market potential.

Dr HO Chi-ping, Patrick, JP

Dr HO is awarded the GBS in recognition of his distinguished service to the Government and the Hong Kong community, particularly during his tenure as Secretary for Home Affairs.  With his commitment and dedication, Hong Kong has won its bids to host a number of international sports events.  He has also made exemplary efforts in the promotion of cultural and arts development in Hong Kong.

Dr LIAO Sau-tung, Sarah Mary, JP

Dr LIAO is awarded the GBS in recognition of her loyal and distinguished service to the Government and the Hong Kong community, particularly during her tenure as Secretary for the Environment, Transport and Works.  She has made sterling contribution in the fields of environmental protection and conservation, public works and development of transport infrastructure.  She has also made exemplary efforts to ensure site safety and cost-effectiveness in the construction and management of public infrastructure.  

Mr LEE Ming-kwai

Mr LEE is awarded the GBS in recognition of his distinguished service and unrelenting dedication in serving the Hong Kong community.  During his tenure as the head of the Police Force, he successfully dealt with numerous challenging issues.  He has earned the loyalty and support of members of the Force and the people of Hong Kong.  Mr LEE retired as the Commissioner of Police after serving 35 years with the Government.

The Most Reverend KWONG Kong-kit, Peter

The Most Reverend KWONG is awarded the GBS in recognition of his distinguished public and community service, particularly his dedication to the education in Hong Kong.  Under his guidance, Sheng Kung Hui provides quality education for students and plays an important role in nurturing responsible citizens and leaders.  The Most Reverend KWONG has also made considerable contribution to the smooth transition of Hong Kong.

Medal for Bravery (Gold) (MBG)

Mr WONG Ka-hei (deceased)

Mr WONG, a Fireman, is posthumously awarded the MBG in recognition of the utmost bravery act he displayed during a rescue and firefighting operation   in an industrial building in Tsuen Wan on 21 May 2007.  The late Mr WONG and his colleague, Mr CHIN Kwok-ming, Senior Fireman, were at the most forefront position operating a water jet inside the affected unit.  They braved all the dangers to reach the extremely dangerous deep seat of fire attempting to search and rescue the reported missing persons and to suppress the fire.  When the sector commander ordered immediate retreat from the burning unit upon noticing some telltale signs of flashover, Mr WONG and Mr CHIN were the last ones on the line.  Unfortunately, both of them were overcome by the intense heat.  Mr WONG collapsed and was certified dead on arrival at hospital while Mr CHIN was found semi-unconscious and severely injured.  Mr WONG has shown exceptional courage and gallantry of the highest order, and has demonstrated the noblest qualities of a public servant.

Mr CHIN Kwok-ming

Professor CHAN is awarded the SBS for his distinguished public and community service, in particular his contribution to the financial services sector and the advancement of consumer rights as well as his valuable advice on poverty issues.

The Honourable CHAN Yuen-han, JP

Ms CHAN is awarded the SBS in recognition of her long and distinguished public and community service, in particular her contribution in promoting the well-being of the working population and protecting the interests of the underprivileged, as well as for her sound advice on labour-related matters.

The Honourable SIN Chung-kai, JP

Mr SIN is awarded the SBS for his distinguished public and community service, particularly for his contribution to the development of information technology and promotion of wider IT adoption in the business sector and the community.

The Honourable WONG Yung-kan, JP

Mr WONG is awarded the SBS for his distinguished public and community service, particularly for his contribution to the agricultural and fisheries industry.  In his various public service roles, he has served as an effective communication link between the industry and the Government.

The Honourable SHEK Lai-him, Abraham, JP

Mr SHEK is awarded the SBS for his distinguished public and community service, particularly for his contribution in promoting the betterment of real estate and construction industry.  In his various public service roles, he has served as an effective communication link between the industry and the Government.

The Honourable CHEUNG Yu-yan, Tommy, JP

Mr CHEUNG is awarded the SBS for his distinguished public and community service, in particular his contribution in promoting the betterment of the catering industry.  In his various public service roles, he has served as an effective communication link between the industry and the Government.

Dr TANG Siu-tong, JP

Dr TANG is awarded the SBS for his distinguished public and community services, in particular his dedicated service to Yuen Long community and his contribution in taking forward a wide range of community building initiatives.

Professor WONG Siu-lun, BBS, JP

Professor WONG is awarded the SBS in recognition of his remarkable contribution to community, particularly for his sound advice on the formulation of the population policies and his valuable contribution to the work of the University Grants Committee.

Mr WONG Ying-wai, Wilfred, JP

Mr WONG is awarded the SBS for his long distinguished public and community service on various fronts.  In particular, he has made considerable contribution in the areas of social welfare, tertiary education and youth development.

Ms KI Man-fung, Leonie, JP

Ms KI is awarded the SBS for her exemplary contribution in a wide range of public and community service, particularly for her outstanding work in the area of creative industry and her commitment to the development of Hong Kong and the Mainland.

Miss Jacqueline Ann WILLIS, JP

Miss WILLIS is awarded the SBS in recognition of her long and dedicated service to the Government and the Hong Kong community.  In particular, she has made valuable contribution in the areas of employment and labour as well as the promotion of Hong Kong's economic and trade interests in the United States.  Miss WILLIS retired as the Commissioner for Economic and Trade Affairs, USA after serving 38 years with the Government.

Mr MA Ho-fai, JP

Mr MA is awarded the SBS for his distinguished public and community service, in particular his contribution to the work of the Travel Industry Council, Air Transport Licensing Authority and the labour sector in his capacity as Chairman of the Employees Compensation Assistance Fund Board and member of Protection of Wages on Insolvency Fund Board.

Mr LEUNG Wing-lup, Gregory, JP

Mr LEUNG is awarded the SBS in recognition of his dedicated and distinguished service to the Government and the Hong Kong community.  In particular, he has made remarkable contribution in the areas of environmental hygiene and food safety.  Mr LEUNG retired as the Director of Food and Environmental Hygiene after serving 38 years with the Government.

Mr KWOK Ping-kwong, Thomas, JP

Mr KWOK is awarded the SBS for his outstanding public and community service, in particular his contribution in promoting economic activities and business facilitation as well as his valuable advice on the work of the Hong Kong Monetary Authority.

Professor CHAN Chi-fai, Andrew, JP

Professor CHAN is awarded the SBS for his distinguished public and community service, in particular his contribution to the promotion of consumer protection and development of quality tourism services initiatives, and in recognition of the tremendous contribution he made during his chairmanship of the Consumer Council.

Mr PANG Tsan-wing, JP

Mr PANG is awarded the SBS for his dedicated and meritorious service to the Government and the Hong Kong community.  Under his leadership, the Rating and Valuation Department successfully launched a number of e-government initiatives.  Mr PANG retired as the Commissioner of Rating and Valuation after serving 40 years with the Government.

Ms FEI Fih, JP

Ms FEI is awarded the SBS for her remarkable contribution to the community, in particular her exemplary efforts in promoting the communication between Hong Kong and the Mainland and her contribution in promoting the well-being of women in Hong Kong.

Mr FUNG Chee-keung, Bosco, JP

Mr FUNG is awarded the SBS for his devoted and distinguished service to the Government and the Hong Kong community.  In particular, he has made valuable contribution in promoting quality service in the town planning profession.  Mr FUNG retired as the Director of Planning after serving 32 years with the Government.

Mr CHENG Wai-sun, Edward, JP

Mr CHENG is awarded the SBS for his exemplary contribution in a wide range of community service.  In his capacity as the Chairman of the Urban Renewal Authority (URA), he guided the URA Board and the management team in taking forward URA's programme.

Mr LAI Sze-hoi, JP

Mr LAI is awarded the SBS for his dedicated and outstanding service to the Government and the Hong Kong community.  In particular, he has made valuable contribution in providing quality engineering solutions and services to other government departments and public organizations.  Mr LAI retired as the Director of Electrical and Mechanical Services after serving 26 years with the Government.

Mr Anthony John Liddell NIGHTINGALE, JP

Mr NIGHTINGALE is awarded the SBS for his distinguished public and community service, in particular his contribution in promoting trade and industry in Hong Kong and his constructive advice on business facilitation.
 
Mr PANG Sung-yuen, CSDSM

Mr PANG is awarded the SBS in recognition of his distinguished and dedicated service to the Government and the Hong Kong community.  In particular, he has made significant contribution in the rehabilitation of offenders and in promoting relations between Correctional Services Department and the Mainland and international authorities.  Mr PANG retired as the Commissioner of Correctional Services after serving 38 years with the Government.

Mr Robert Charles ALLCOCK, BBS

Mr ALLCOCK is awarded the SBS for his dedicated and distinguished service to the Government and the Hong Kong community.  He has made valuable contribution in the development of constitutional law and furthering the development of the legal profession in Hong Kong.  Mr ALLCOCK retired as the Solicitor General after serving 21 years with the Government.

Mr Neil KAPLAN

Mr KAPLAN is awarded the SBS for his distinguished public and community service, particularly for his contribution to the development of commercial arbitration in Hong Kong and his efforts in establishing the Hong Kong International Arbitration Centre.    

Mr CHIANG Yam-wang, Allan

Mr CHIANG is awarded the SBS in recognition of his dedicated and meritorious service to the Government and the Hong Kong community.  In particular, he has successfully transformed the Hong Kong Post from a vote-funded government department to a customer-focused and financially autonomous trading fund operation.  Mr CHIANG retired as the Postmaster General after serving 34 years with the Government.

Medal for Bravery (Silver) (MBS)

Captain CHAN Chi-pui, Michael, MBB, GMSM

Captain CHAN, a Chief Pilot, is awarded the MBS in recognition of his act of gallantry of an extremely high order displayed in a rescue operation to save the crew of a drifting barge "Hai Yang Shi You 298" during Typhoon Prapiroon on 3 August 2006.  As the aircraft commander of the first rescue helicopter, he led his team to execute rescue mission brilliantly under severe weather conditions and a hostile operating environment, and successfully saved 28 lives from the barge.  He displayed great courage, selflessness and a very high standard of professionalism and clearly demonstrated a high degree of gallantry during a life-threatening situation.

Captain WU Wai-hung

Captain WU, a Senior Pilot, is awarded the MBS in recognition of his act of gallantry of an extremely high order displayed in a rescue operation to save the crew of a disabled vessel "Wing On IV" during Typhoon Prapiroon on 3 August 2006.  Despite the known danger, Captain Wu, as the aircraft commander of the rescue helicopter, flew a helicopter towards a typhoon and remained on scene in severe weather condition to effect a rescue which resulted in saving of 23 lives from the vessel. He demonstrated excellent airmanship, great leadership and clearly demonstrated a high degree of gallantry during a life-threatening situation.

Mr CHAN Siu-kei

Mr CHAN, an Air Crewman Officer III, is awarded the MBS in recognition of his act of gallantry of an extremely high order displayed in a rescue operation to save the crew from a disabled vessel "Wing On IV" during Typhoon Prapiroon on 3 August 2006.  Being the winchman of the rescue helicopter, he was lowered to the deck to save the crew members on the distressed vessel in high seas under the severe weather conditions.  He exposed himself to extreme physical danger in this rescue mission which successfully saved 23 lives. He displayed selflessness, commitment to duty and a high degree of gallantry during a life-threatening situation.

Mr CHAK Hoi-leung

Mr CHAK, an Air Crewman Officer III, is awarded the MBS in recognition of his act of gallantry of an extremely high order displayed in a rescue operation to save the crew of a drifting barge "Hai Yang Shi You 298" during Typhoon Prapiroon on 3 August 2006.  Being the winchman of the first rescue helicopter, he went down to the deck without hesitation to effect the rescue in appalling weather conditions.  He risked life and limb in the dangerous and strenuous rescue mission which successfully saved 28 lives from the barge. He demonstrated remarkable confidence, excellent judgement and a high degree of gallantry during a life-threatening situation.

Mr LI Yuk-wah

Mr LI, a Fireman, is awarded the MBS in recognition of his act of gallantry of an extremely high order during a rescue and firefighting operation in an industrial building in Tsuen Wan on 21 May 2007.  In this operation, Mr LI was assigned to operate a water jet inside the affected unit to cover his colleagues therein.  On knowing that Mr CHIN Kwok-ming and the late Mr WONG Ka-hei were still in the affected unit after the retreat order, Mr LI together with Mr LEE Kwok-ming, Thomas, Fireman, dashed into the burning unit twice shortly after the flashover to save Messrs CHIN and WONG who had been overcome by the intense heat.  Mr LI has displayed a very high degree of gallantry and remarkable courage in circumstances of extreme danger.

Mr LEE Kwok-ming, Thomas

Mr LEE, a Fireman, is awarded the MBS in recognition of his act of gallantry of an extremely high order during a rescue and firefighting operation in an industrial building in Tsuen Wan on 21 May 2007.  In this operation, Mr LEE and another fireman were providing firefighting cover for the most forefront team in the affected unit.  On knowing that Mr CHIN Kwok-ming and the late Mr WONG Ka-hei were still in the affected unit after the retreat order, Mr LEE together with Mr LI Yuk-wah, Fireman, dashed into the burning unit twice shortly after the flashover to save Messrs CHIN and WONG who had been overcome by the intense heat.  Mr LEE has displayed a very high degree of gallantry and remarkable courage in circumstances of extreme danger.

Mr KOO is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force.  He is now an Assistant Commissioner of Police and has served in the Force for over 30 years.

Mr TSANG Wai-hung, PMSM

Mr TSANG is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force.  He is now a Senior Assistant Commissioner of Police and has served in the Force for over 29 years.

Mr TANG Hau-sing, PMSM

Mr TANG is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force.  He is now a Senior Assistant Commissioner of Police and has served in the Force for over 30 years.

Mr LO Yik-kee, Victor

Mr LO is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force.  He is now an Assistant Commissioner of Police and has served in the Force for over 31 years.

Mr CHOW Wing-tak, FSMSM

Mr CHOW is awarded the Hong Kong Fire Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Fire Services Department.  He is now a Chief Fire Officer and has served in the Department for over 34 years.

Mr CHIU Wai-kai, David

Mr CHIU is awarded the Hong Kong Immigration Service Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Immigration Department.  He is now an Assistant Director of Immigration and has served in the Department for over 27 years.

Mr SIN Yat-kin

Mr SIN is awarded the Hong Kong Correctional Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Correctional Services Department.  He is now an Assistant Commissioner of Correctional Services and has served in the Department for over 28 years.

Ms LI Bo-lan, Rebecca

Ms LI is awarded the Hong Kong ICAC Medal for Distinguished Service in recognition of her outstanding performance and dedicated service in the ICAC.  She is now an Assistant Director of the ICAC and has served in the Commission for over 23 years.

Bronze Bauhinia Star (BBS)

Dr CHOI Koon-shum, Jonathan, JP

Dr CHOI is awarded the BBS for his meritorious public and community service, particularly for his contribution to the education field and the promotion of economic ties between the Mainland and Hong Kong.

Mr CHAN Tak-chor, MH, JP

Mr CHAN is awarded the BBS for his dedicated public and community service, particularly in Central and Western District.

Mr LI Yiu-ban, MH, JP

Mr LI is awarded the BBS for his meritorious public and community service, particularly in Tai Po District and Sai Kung North rural community.

Ms CHEN is awarded the BBS for her contribution to the advancement of legal education in Hong Kong and the Mainland, and the promotion of mutual exchange between legal sectors of the two places.

Mr YU is awarded the BBS in recognition of his contribution to the management of the Hospital Authority and the governance responsibilities of Tuen Mun Hospital and Kwong Wah Hospital.

Mr LEE is awarded the BBS for his meritorious public and community service, particularly for his work as Chief Adjudicator of the Registration of Persons Tribunal.

Mr LI, an Air Crewman Officer II, is awarded the MBB in recognition of the exemplary act of gallantry he displayed in a rescue operation to save the crew from a disabled vessel "Wing On IV" during Typhoon Prapiroon on 3 August 2006.  Being the winch operator of the rescue helicopter, he skillfully provided voice marshalling to the aircraft commander and contributed significantly to the successful airlifting of 23 persons from the disabled vessel in a hostile operating environment under severe weather conditions.  He displayed courage, dedication and excellent skill during the operation despite the danger to himself.

Mr CHENG Ka-wah, MBB

Mr CHENG, an Air Crewman Officer II, is awarded the MBB in recognition of the exemplary act of gallantry he displayed in a rescue operation to save the crew of a drifting barge "Hai Yang Shi You 298" during Typhoon Prapiroon on 3 August 2006.  Being the winch operator of the first rescue helicopter, he performed the winching operation and successfully airlifted 28 survivors from the barge in a most demanding environment and appalling weather conditions. He showed professionalism, dedication and bravery during the operation despite the danger to himself.

Mr NG, an Air Crewman Officer II, is awarded the MBB in recognition of the exemplary act of gallantry he displayed in a rescue operation to save the crew of a drifting barge "Hai Yang Shi You 298" during Typhoon Prapiroon on 3 August 2006.  As the winchman of the second rescue helicopter, he was winched down to the drifting barge to assist in airlifting 28 survivors to safety under severe weather conditions and a hostile operating environment. He displayed bravery and exceptional skill during the operation despite the danger to himself.

Captain LEE Chun-chi, George

Captain LEE, a Pilot I, is awarded the MBB in recognition of the exemplary act of gallantry he displayed in a rescue operation to save the crew of a drifting barge "Hai Yang Shi You 298" during Typhoon Prapiroon on 3 August 2006.  As the aircraft commander of the fixed-wing J41, he managed to maneuver the aircraft safely in hostile flying conditions and contributed to the successful rescue of 28 lives from the barge.  He demonstrated great leadership, courage and excellent skill during the operation despite the danger to himself.

Mr LI Kwok-leung, Cally

Mr LI, a Fireman, is awarded the MBB in recognition of the exemplary act of gallantry he displayed during a rescue and firefighting operation in an industrial building in Tsuen Wan on 21 May 2007.  In this operation, Mr LI was one of the firefighting and rescue team members entering the burning unit.  Mr LI provided support to Mr CHIN Kwok-ming and the late Mr WONG Ka-hei who were at the most forefront position right in front of him.  He together with other team members braved all the dangers to reach the extremely dangerous deep seat of fire attempting to search and rescue the reported missing persons and to suppress the fire.  Mr LI has displayed courage and selflessness during the operation despite the danger to himself.

Captain LAM Tak-kan, Dickens

Captain LAM, a Pilot II, is awarded the MBB in recognition of the exemplary act of gallantry he displayed in a rescue operation to save the crew from a disabled vessel "Wing On IV" during Typhoon Prapiroon on 3 August 2006.  As the co-pilot of the rescue helicopter, he assisted the aircraft commander in maneuvering the helicopter and monitoring the operating environment throughout a very difficult rescue under extreme weather conditions, and as a result, they completed the mission that saved 23 lives from the disabled vessel.  He demonstrated professionalism, confidence and teamwork during the operation despite the danger to himself.

Mr LAM Lung-kwan

Mr LAM, a Senior Station Officer, is awarded the MBB in recognition of the exemplary act of gallantry he displayed during a rescue and firefighting operation in an industrial building in Tsuen Wan on 21 May 2007.  In this operation, Mr LAM led the firefighting and rescue team to penetrate deeply into the fire ground despite the intense heat and smoke.  He took up a position which was just right behind the most forefront pair of firefighters.  His decisiveness in ordering immediate retreat from the affected unit upon noticing telltale signs of flashover had reduced the number of casualties to the minimum.  He remained calm and displayed great command skills, courage and gallantry during the operation despite the danger to himself.

Captain YUEN Yiu-keung

Captain YUEN, a Pilot II, is awarded the MBB in recognition of the exemplary act of gallantry he displayed in a rescue operation to save the crew of a drifting barge "Hai Yang Shi You 298" during Typhoon Prapiroon on 3 August 2006.  As the co-pilot of the first rescue helicopter, he assisted the aircraft commander in maneuvering the helicopter in extreme weather conditions to and from the base, and contributed to the saving of 28 lives from the barge.  He displayed devotion, courage and professionalism during the operation despite the danger to himself.

Captain LEUNG Man-chiu, Eric

Captain LEUNG, a Senior Pilot, is awarded the MBB in recognition of the exemplary act of gallantry he displayed in two rescue missions to save the crew on board two vessels in distress, "Wing On IV" and "Hai Yang Shi You 298", during Typhoon Prapiroon on 3 August 2006.  As the aircraft commander of the fixed-wing J41, he was able to remain calm and expertly piloted the aircraft in hostile flying conditions and contributed to the success of the two rescue missions which saved a total of 51 lives.  He demonstrated great leadership, courage and professionalism of the highest standard during the operation despite the danger to himself.
