Appointments of Permanent Secretaries (with photos)

    Arising from the re-organisation of the Government Secretariat which will take effect on July 1, 2007, the Government announced today (June 25) the following Permanent Secretary postings:

(a)  Mr Andrew Wong Ho-yuen will continue as Permanent Secretary for the Civil Service;

(b)  Miss Yvonne Choi Ying-pik, Permanent Secretary for Commerce, Industry and Technology (Commerce and Industry), will serve as Permanent Secretary for Commerce and Economic Development (Commerce, Industry and Tourism);

(c)  Mrs Rita Lau Ng Wai-lan, Permanent Secretary for Housing, Planning and Lands (Planning and Lands), will take up the post of Permanent Secretary for Commerce and Economic Development (Communications and Technology);

(d)  Mr Joshua Law Chi-kong, Permanent Secretary for the Environment, Transport and Works (Transport), will take up the post of Permanent Secretary for Constitutional and Mainland Affairs;

(e)  Mr Raymond Young Lap-moon, Director, Celebrations Co-ordination Office, will take up the post of Permanent Secretary for Development (Planning and Lands);

(f)  Mr Mak Chai-kwong, Permanent Secretary for the Environment, Transport and Works (Works), will serve as Permanent Secretary for Development (Works);

(g)  Mr Raymond Wong Hung-chiu, Permanent Secretary for Education and Manpower, will serve as Permanent Secretary for Education;

(h)  Ms Anissa Wong Sean-yee, Permanent Secretary for the Environment, Transport and Works (Environment)/Director of Environmental Protection, will serve as Permanent Secretary for the Environment/ Director of Environmental Protection;

(i)  Mr Kevin Ho Chi-ming will continue as Permanent Secretary for Financial Services and the Treasury (Financial Services);

(j)  Mr Alan Lai Nin will continue as Permanent Secretary for Financial Services and the Treasury (Treasury);

(k)  Mrs Stella Hung Kwok Wai-ching, Director of Agriculture, Fisheries and Conservation, will take up the post of Permanent Secretary for Food and Health (Food);

(l)  Ms Sandra Lee Suk-yee, Permanent Secretary for Health, Welfare and Food (Health and Welfare), will serve as Permanent Secretary for Food and Health (Health);

(m)  Mrs Carrie Yau Tsang Ka-lai, Permanent Secretary for Health, Welfare and Food (Food and Environmental Hygiene), will take up the post of Permanent Secretary for Home Affairs;

(n)  Mr Paul Tang Kwok-wai, Permanent Secretary for Economic Development and Labour (Labour)/Commissioner for Labour, will serve as Permanent Secretary for Labour and Welfare;

(o)  Mr Stanley Ying Yiu-hong will continue as Permanent Secretary for Security;

(p)  Mr Francis Ho Suen-wai, Permanent Secretary for Commerce, Industry and Technology (Communications and Technology), will take up the post of Permanent Secretary for Transport and Housing (Transport);

(q)  Mr Thomas Chan Chun-yuen, Permanent Secretary for Housing, Planning and Lands (Housing)/Director of Housing, will continue as Permanent Secretary for Transport and Housing (Housing)/Director of Housing; and

(r)  Ms Chang King-yiu will continue as Permanent Secretary, Chief Executive・s Office.

     The Chief Executive, Mr Donald Tsang, expressed full confidence in the newly appointed Permanent Secretaries. :All officers who are appointed Permanent Secretaries are veteran civil servants who have served in various senior positions in the Government. They all have rich and extensive experience in public administration and proven leadership and management skills. I am confident that they will continue to provide the Principal Officials the best support.;

     Mrs Rita Lau, Mr Joshua Law, Mr Raymond Young, Mrs Stella Hung and Mr Francis Ho will take up their new posts on July 16, 2007. The other Permanent Secretaries will serve in their respective positions upon the re-organisation of the Government Secretariat which will take effect on July 1, 2007.

     Brief biographical notes on the 18 officers are set out below:

Mr Andrew Wong Ho-yuen

     Aged 47. Mr Wong joined the Administrative Service in August 1982 and rose to his present rank of Administrative Officer Staff Grade A1 in September 2006.

     Mr Wong has served in various bureaus and departments including the former City and New Territories Administration, the former Office of Unofficial Members of the Executive and Legislative Councils, the former Education and Manpower Branch, the former Trade Department, the Hong Kong Economic and Trade Office in Geneva, the former Chief Secretary・s Office (later renamed Chief Secretary for Administration・s Office) and the Hong Kong Economic and Trade Office in Brussels. He was Director of Administration from August 2000 to March 2004, Special Representative for Hong Kong Economic and Trade Affairs to the European Communities from March 2004 to July 2005, and Permanent Secretary, Chief Executive・s Office from August 2005 to January 2006. He has been Permanent Secretary for the Civil Service since February 2006.

Miss Yvonne Choi Ying-pik

     Aged 56. Miss Choi joined the Government in October 1973 and has served in the Translator, Labour Officer and Trade Officer Grades. Miss Choi joined the Administrative Service at the rank of Administrative Officer Staff Grade C in April 1989. She rose to her present rank of Administrative Officer Staff Grade A in April 2004.

     Miss Choi has served in various bureaus and departments including the Hong Kong Economic and Trade Office in Geneva, the former Economic Services Branch, the former Chief Secretary・s Office, the former Official Languages Agency and the former Trade Department. She was Deputy Secretary for Trade and Industry (later renamed Deputy Secretary for Commerce and Industry) from November 1998 to August 2001, and Director of Information Services from January 2002 to March 2006. She has been Permanent Secretary for Commerce, Industry and Technology (Commerce and Industry) since March 2006.

Mrs Rita Lau Ng Wai-lan

     Aged 54. Mrs Lau joined the Administrative Service in October 1976 and rose to her present rank of Administrative Officer Staff Grade A1 in September 2004.

     Mrs Lau has served in various bureaus and departments including Immigration Department, Social Welfare Department, the former Social Services Branch, the former Education Department, the former New Territories Administration, the former City and New Territories Administration, the former Economic Services Branch, the former Civil Service Branch, the Television and Entertainment Licensing Authority, and the former Recreation and Culture Branch (later renamed Broadcasting, Culture and Sports Branch).  She was Deputy Secretary (Information Technology and Broadcasting) from April 1998 to July 1999, Director of Urban Services from July 1999 to December 1999, Director of Food and Environmental Hygiene from January 2000 to June 2002, and Permanent Secretary for the Environment, Transport and Works (Environment and Transport) from July 2002 to January 2004. Mrs Lau has been Permanent Secretary for Housing, Planning and Lands (Planning and Lands) since May 2004.

Mr Joshua Law Chi-kong

     Aged 50. Mr Law joined the Administrative Service in September 1980 and rose to his present rank of Administrative Officer Staff Grade A1 in September 2005.

     Mr Law has served in various bureaus and departments including the former Urban Services Department, the former Office of the Unofficial Members of the Executive and Legislative Councils, the former City and New Territories Administration, the Hong Kong Economic and Trade Office in New York, the former Lands and Works Branch, the former Constitutional Affairs Branch, the former Civil Service Branch and the former Education and Manpower Branch. He was Private Secretary to the Chief Executive from May 1997 to August 1999, Director-General of Trade (later renamed Director-General of Trade and Industry) from August 1999 to September 2002, and Permanent Representative of the Hong Kong Special Administrative Region of China to the World Trade Organisation from September 2002 to August 2004. Mr Law has been Permanent Secretary for the Environment, Transport and Works (Transport) since August 2004.

Mr Raymond Young Lap-moon

     Aged 46. Mr Young joined the Administrative Service in August 1982 and rose to his present rank of Administrative Officer Staff Grade A in April 2005.

     Mr Young has served in various bureaus and departments including the former Urban Services Department, the former City and New Territories Administration, the former Royal Hong Kong Police Force, the former Government House, the former Civil Service Branch and the former Industry Department. He was Deputy Secretary for Education and Manpower from May 1997 to August 2001, Deputy Secretary for Commerce and Industry (later renamed Deputy Secretary for Commerce, Industry and Technology (Commerce and Industry)) from August 2001 to July 2004, and Director-General of Trade and Industry from July 2004 to September 2006. He has been Director, Celebrations Preparatory Office (later renamed Director, Celebrations Co-ordination Office) since September 2006.

Mr Mak Chai-kwong

     Aged 57. Mr Mak joined the Government as an Assistant Engineer in August 1976.  He was promoted to Chief Engineer in August 1994, to Government Engineer in May 1997, and to Principal Government Engineer in June 2000. He was the Project Manager of New Territories East Development Office in the former Territory Development Department from June 2000 to November 2002, and Director of Highways from November 2002 to September 2006. He has been Permanent Secretary for the Environment, Transport and Works (Works) since September 2006.

Mr Raymond Wong Hung-chiu

     Aged 49. Mr Wong joined the Administrative Service in August 1980 and rose to his present rank of Administrative Officer Staff Grade A1 in September 2005.

     Mr Wong has served in various bureaus and departments including Social Welfare Department, the former Home Affairs Branch, the former Health and Welfare Branch, the former City and New Territories Administration, the former Office of Unofficial Members of Executive and Legislative Councils, the former Legal Department, the former Works Branch, the former New Airport Projects Co-ordination Office, the former Security Branch and the former Handover Ceremony Co-ordination Office of the Chief Secretary・s Office. He was Deputy Secretary for Security from August 1997 to July 2001, Commissioner of Customs and Excise from July 2001 to August 2003 and Commissioner, Independent Commission Against Corruption from August 2003 to October 2006. He has been Permanent Secretary for Education and Manpower since November 2006.

Ms Anissa Wong Sean-yee

     Aged 50. Ms Wong joined the Government in July 1979 as an Executive Officer. She transferred to the Administrative Service in September 1979 and rose to her present rank of Administrative Officer Staff Grade A in April 2004.

     Ms Wong has served in various bureaus and departments including the former New Territories Administration, the former Housing Branch, the former Education Branch, Lands Department, the former City and New Territories Administration, the former Survey Office, the former Urban Services Department, the former Chief Secretary・s Office, Information Services Department, the former Security Branch and the former Industry Department. She was Deputy Director-General of Industry from March 1996 to April 1997, Deputy Secretary for the Civil Service from April 1997 to February 2003 and Director of Leisure and Cultural Services from February 2003 to August 2006. She has been Permanent Secretary for the Environment, Transport and Works (Environment)/Director of Environmental Protection since September 2006.

Mr Kevin Ho Chi-ming

     Aged 58. Mr Ho joined the Government in January 1972 as an Executive Officer. He transferred to the Administrative Service in October 1977 and rose to his present rank of Administrative Officer Staff Grade A1 in September 2005.

     Mr Ho has served in various bureaus and departments including the former Trade, Industry and Customs Department, the former Environment Branch, Home Affairs Department, the former City and New Territories Administration, the former Monetary Affairs Branch, the former General Duties Branch, the former Trade Department and the former Finance Branch (later renamed Finance Bureau). He was Deputy Secretary for Transport from August 1997 to May 2001, Director of Administration and Development in the Department of Justice from June 2001 to October 2002, and Director-General of Trade and Industry from October 2002 to July 2004. He has been Permanent Secretary for Financial Services and the Treasury (Financial Services) since July 2004.

Mr Alan Lai Nin

     Aged 56.  Mr Lai joined the Government in June 1974, serving initially as a Judicial Clerk and later as an Executive Officer. He joined the Administrative Service in October 1976 and rose to his present rank of Administrative Officer Staff Grade A1 in August 2001.

Mr Lai has served in various bureaus and departments including the former New Territories Administration, Home Affairs Department, the former Office of Unofficial Members of Executive and Legislative Councils, Independent Commission Against Corruption, the former Trade Department and the former Chief Secretary・s Office. Mr Lai was Deputy Secretary for the Treasury from May 1995 to May 1996, Director-General of Trade from July 1996 to July 1999, and Commissioner, Independent Commission Against Corruption from July 1999 to June 2002. He has been Permanent Secretary for Financial Services and the Treasury (Treasury) since July 2002.

Mrs Stella Hung Kwok Wai-ching

     Aged 53. Mrs Hung joined the Administrative Service in November 1976 and rose to her present rank of Administrative Officer Staff Grade A in April 2004.

     Mrs Hung has served in various bureaus and departments including Social Welfare Department, the former Monetary Affairs Branch, the former New Territories Administration, Home Affairs Department, the former Civil Service Branch, the former Industry Department, the former City and New Territories Administration, the former Finance Branch, the former New Airport Projects Co-ordination Office, the former Home Affairs Branch (later renamed Home Affairs Bureau) and the former Works Bureau. She was Deputy Secretary for the Environment and Food (later renamed Deputy Secretary for Health, Welfare and Food) from April 2001 to August 2002, Director of Government Supplies from September 2002 to June 2003, and Director of Government Logistics from July 2003 to January 2006. She has been Director of Agriculture, Fisheries and Conservation since January 2006.

Ms Sandra Lee Suk-yee

     Aged 55. Ms Lee joined the Government in June 1974 as an Executive Officer. She transferred to the Administrative Service in August 1979 and rose to her present rank of Administrative Officer Staff Grade A1 in July 2002.

     Ms Lee has served in various bureaus and departments including the former New Territories Administration, Information Services Department, the former Economic Services Branch, the former Trade and Industry Branch, the former City and New Territories Administration (later renamed Home Affairs Department), the former Trade Department, the Hong Kong Economic and Trade Office in Washington and the former Civil Service Branch (later renamed Civil Service Bureau). She was Director-General, London from March 1999 to July 2000, Secretary for Economic Services from July 2000 to June 2002, and Permanent Secretary for Economic Development and Labour (Economic Development) from July 2002 to April 2006. She has been Permanent Secretary for Health, Welfare and Food (Health and Welfare) since May 2006.

Mrs Carrie Yau Tsang Ka-lai

     Aged 52. Mrs Yau joined the Government in July 1977 as an Executive Officer. She transferred to the Administrative Service in October 1977 and rose to her present rank of Administrative Officer Staff Grade A1 in July 2002.

     Mrs Yau has served in various bureaus and departments including the former Environment Branch, the former Finance Branch, the former New Territories Administration, the former Civil Service Branch, the former City and New Territories Administration, the former Buildings and Lands Department, the former Security Branch, the former Education and Manpower Branch, the former Transport Branch and the former Chief Secretary・s Office. She was Director of Administration from August 1997 to June 2000, Secretary for Information Technology and Broadcasting from July 2000 to June 2002, and Permanent Secretary for Health, Welfare and Food from July 2002 to May 2006. She has been Permanent Secretary for Health, Welfare and Food (Food and Environmental Hygiene) since May 2006.

Mr Paul Tang Kwok-wai

     Aged 51. Mr Tang joined the Administrative Service in October 1978 and rose to his present rank of Administrative Officer Staff Grade A in April 2005.

     Mr Tang has served in various bureaus and departments including Social Welfare Department, Home Affairs Department, the former Social Services Branch, the former City and New Territories Administration, the former Urban Services Department, the former Lands and Works Branch, the former New Airport Projects Co-ordination Office, the former Chief Secretary・s Office, Civil Service Bureau, the former Standing Commission on Civil Service Salaries and Conditions of Service. He was Deputy Secretary for the Environment and Food from January 2000 to April 2001, Deputy Secretary for Transport (later renamed Deputy Secretary for the Environment, Transport and Works) from May 2001 to October 2003, and Director of Social Welfare from November 2003 to March 2007. He has been Permanent Secretary for Economic Development and Labour (Labour)/Commissioner for Labour since April 2007.

Mr Stanley Ying Yiu-hong

     Aged 46. Mr Ying joined the Administrative Service in August 1983 and rose to his present rank of Administrative Officer Staff Grade A1 in April 2007.

     Mr Ying has served in various bureaus and departments including the former Education and Manpower Branch, the former Councils and Administration Branch, the former City and New Territories Administration, the former General Duties Branch, the former Constitutional Affairs Branch, the former Civil Service Branch, the former Chief Secretary・s Office and the former Trade Department. He was Senior Assistant Director of Education from August 1999 to July 2000 and Deputy Secretary for the Treasury (later renamed Deputy Secretary for Financial Services and the Treasury) from July 2000 to October 2003. He has been Permanent Secretary for Security since October 2003.

Mr Francis Ho Suen-wai

Mr Thomas Chan Chun-yuen

     Mr Chan has served in various bureaus and departments including Labour Department, the former Home Affairs and Information Branch, the former Finance Branch, the former New Territories Administration, the former Civil Service Branch, the former Medical and Health Department, the former City and New Territories Administration, the former Housing Branch, Radio Television Hong Kong and Information Services Department. He was Director of the Hong Kong Economic and Trade Office in San Francisco from August 1994 to March 1997, Director of Information Services from March 1997 to January 2002, and Director of Agriculture, Fisheries and Conservation from January 2002 to January 2006. He has been Permanent Secretary for Housing, Planning and Lands (Housing)/Director of Housing since January 2006.

Ms Chang King-yiu

     Aged 45. Ms Chang joined the Administrative Service in August 1983 and rose to her present rank of Administrative Officer Staff Grade A in April 2006.

     Ms Chang has served in various bureaus and departments including the former City and New Territories Administration (later renamed Home Affairs Department), the former Medical and Health Department, the former Transport Branch, the former Security Branch, the former Planning, Environment and Lands Branch and the former Home Affairs Branch. Ms Chang was Deputy Secretary for Security from January 1997 to October 2000, Deputy Director of Administration from October 2000 to March 2004 and Director of Administration from March 2004 to February 2006. She has been Permanent Secretary, Chief Executive・s Office since February 2006.
