A spokesperson for the Civil Service Bureau (CSB) announced today (June 5) that the following pay adjustment offer has been made to the staff sides of the four central consultative councils in the civil service:
(a) a pay increase of 4.96% for directorate and civil servants in the upper salary band with effect from April 1, 2007;
(b) a pay increase of 4.62% for civil servants in the middle salary band with effect from April 1, 2007; and
(c) a pay increase of 4.62% for civil servants in the lower salary band with effect from April 1, 2007.
The above pay adjustment offer was decided by the Chief Executive-in-Council having regard to the findings of the recently completed Pay Trend Survey and other relevant factors, namely, the state of the economy, the Government's fiscal position, changes in the cost of living, the staff sides' pay claims and the state of civil service morale.
"The pay offer is based on the findings of the 2006-07 pay trend survey (PTS), which reflects the extent of general pay increase in the private sector over the 12-month period from April 2006. The pay offer for the upper salary band/directorate and middle salary band civil servants is the same as its respective net pay trend indicators (PTI)," the spokesperson said.
The net PTI for each salary band is calculated by deducting the 2006-07 payroll cost of increment from the relevant gross PTI derived from the 2007 PTS. The net PTIs for the three salary bands are as follows:

"The pay offer for the lower salary band is higher than the net PTI in view of the "bring-up" arrangement adopted since 1989, under which the pay adjustment rate for the lower salary band will be lifted to that of the middle salary band if the net PTI of the former is lower than the latter," the spokesperson continued.
"We believe the pay offer for the three salary bands is fair and reasonable. This is also what most of the staff sides have asked for," the spokesperson said.
The Chief Executive-in-Council will consider the response of the staff sides to the pay adjustment offer and then make a final decision on the 2007-08 pay adjustments for the civil service. A submission will then be made to the Finance Committee of the Legislative Council for funding approval.
