The Census and Statistics Department (C&SD) released the latest figures on retail sales today (May 31).
The value of total retail sales in April 2007, provisionally estimated at $19.2 billion, increased by 3.4% over a year earlier. After netting out the effect of price changes over the same period, the volume of total retail sales increased by 2.0% in April 2007 over a year earlier.
The revised estimate of the value of total retail sales in March 2007, at $18.8 billion, increased by 4.9% over March 2006, while the volume of total retail sales increased by 3.4%.
Taking the first four months of 2007 together, total retail sales increased by 7.9% in value or 5.5% in volume over the same period a year earlier.
Analysed by type of retail outlet and comparing April 2007 with April 2006, the volume of sales of electrical goods and photographic equipment increased the most, by 13.5%. This was followed by sales of motor vehicles and parts (+11.1% in volume); miscellaneous consumer goods (+3.7%); food, alcoholic drinks and tobacco (+2.0%); fuels (+1.4%); furniture and fixtures (+0.7%); and commodities in department stores (+0.6%). The volume of sales of footwear, allied products and other clothing accessories remained virtually unchanged.
On the other hand, the volume of sales of miscellaneous consumer durable goods and of jewellery, watches and clocks, and valuable gifts decreased by 8.3% and 4.9% respectively in April 2007 compared with a year earlier, while the volume of sales of wearing apparel and of commodities in supermarkets also decreased, by 0.5% and 0.3% respectively.
Based on the seasonally adjusted series, the volume of total retail sales increased by 0.3% in the three months ending April 2007 compared with the preceding three-month period.
These retail sales statistics are primarily intended to measure the sales receipts of goods sold by local retail establishments, for gauging the short-term business performance of the local retail sector. They cover consumer spending on goods but not on services. Moreover, they include spending on goods by visitors in Hong Kong but not by Hong Kong residents outside Hong Kong. Hence they should not be regarded as a comprehensive indicator of overall consumer spending. In this context, it may be noted that the share of consumer spending on services in overall consumer spending has been increasing over time.
Users interested in the trend of overall consumer spending should refer to the quarterly series of private consumption expenditure (PCE), which is a major component of the Gross Domestic Product. Compiled from a wide range of data sources, PCE covers consumer spending on both goods (purchased from all channels) and services by Hong Kong residents whether domestically or abroad.
Commentary
A government spokesman explained that the moderate growth in retail sales volume in April was partly due to the especially long holiday of adjacent Easter and Ching Ming Festival this year, which might have induced more people to take longer vacation outside Hong Kong. Also affecting retail business in April was the slow increase in incoming tourists, and the decline in Mainland visitors in particular. Another relevant factor was the high base of comparison in April 2006 when retail business in that month recorded distinct growth of over 9%. The seasonally adjusted series indicates that retail sales volume in the three-month period Feb-Apr 2007 actually held quite firmly when set against the three-month period ending January 2007 during which retail business was brisk all through.
The spokesman added that the prevailing consumer sentiment stayed upbeat and that inbound tourism seemed to have recovered somewhat lately. These, together with rising labour income and better job market, should help to render some lift to local retail business in the near term.

The volume of retail sales is derived from the value of retail sales after adjusting for price changes. The relevant components of the Consumer Price Index are used as deflators.

Table 3 shows the movement of the volume of total retail sales in terms of the year-on-year rate of change for a month compared with the same month in the preceding year based on the original series, and in terms of the rate of change for a three-month period compared with the preceding three-month period based on the seasonally adjusted series.
