Following is a transcript of the Secretary for the Environment, Transport and Works, Dr Sarah Liao's meet-the-media session after attending a public function today (May 22):
Reporter : Will the environmental plastic bag levy be used for environmental protection? When will the tax be implemented in wet market as well?
Dr Liao : The environmental plastic bag levy would be used primarily for environmental work such as infrastructure, education through the Environmental Conservation Fund and other activities that are related to the environment. We would review the levy system after a year when it is in operation and then we would consider extending it to other trade. But we need to test it on a smaller scale to start with to make sure we can enforce it.
