Government announces payroll cost of increment in the context of 2007 Pay Trend Survey
******************************************************

A spokesman for the Civil Service Bureau said the bureau had received the results of the 2007 Pay Trend Survey from the Secretariat of the Pay Trend Survey Committee today (May 21).

These results, known as "the gross pay trend indicators", show the rates of pay increase of private sector employees in three salary bands for the period April 2, 2006, to April 1, 2007. Upon validation of the results by the Pay Trend Survey Committee, the Administration will deduct from them the following cost of increments paid to civil servants in 2006-07 to arrive at the "net pay trend indicators":

                               Cost of civil
                             service increments
as a % of the total
                             civil service payroll
Salary band                   cost in 2006-07)
-----------                 -----------------------

Upper band                          0.63%
(monthly salary from
$43,941 to $ 87,430)

Middle band                         0.62%
(monthly salary from
$14,330 to $43,940)

Lower band                          0.37%
(monthly salary below
$14,330)

In accordance with the established mechanism, the Chief Executive-in-Council will decide the rates of adjustment (if any) to civil service pay for 2007-08 having regard to the "net pay trend indicators" and other relevant factors, namely, the state of the economy, the Government's fiscal position, changes in the cost of living, the staff sides' pay claims and civil service morale. The adjustment (if any) will need to be approved by the Finance Committee of the Legislative Council.
