The Chief Executive in Council has approved the draft Sai Kung Town Outline Zoning Plan (OZP).
"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Sai Kung Town area," a spokesman for the Town Planning Board said today (January 19).
The Planning Scheme Area covers a total area of about 105 hectares. It is bounded by Hiram's Highway, Po Tung Road and Tai Mong Tsai Road in the north and west, Tsiu Hang Special Area and Pak Sha Wan Peninsula in the south and the Inner Port Shelter in the east.
The general planning intention is to strengthen the role of Sai Kung Town as a tourism gateway and a centre for the provision of commercial, recreational and Government, Institution or Community facilities for residents in the Sai Kung district, to improve the environment quality, and to retain its landscape and heritage features.
The general urban design principles of the area are to preserve the character of both the existing town centre and the traditional rural township, to create a number of activity nodes along the promenade at Sai Kung Town North, and to encourage the use of public transport and pedestrian circulation between strategic locations.
To strengthen Sai Kung Town as a 'Tourism Gateway', about 12.6 hectares of land designated for specific uses such as commercial, cultural, hotel, recreational, heritage tourism related uses, beach related leisure uses, multi-storey vehicle park, boat servicing area, petrol filling station, public transport terminus and piers are zoned "Other Specified Uses".
In addition, about 6.5 hectares and 4.5 hectares of land are zoned "Recreation" and "Open Space" respectively to provide land for recreational developments and a continuous waterfront promenade from the former Sai Sha Hotel to the Marine Police East Divisional Headquarters to the south.
About 0.5 hectare of land is zoned "Commercial" for commercial developments, which may include shop, services, place of entertainment and eating place, functioning mainly as local shopping centres serving the immediate neighbourhood. About 7.5 hectares of land is zoned "Comprehensive Development Area" for medium-rise residential/commercial development at the north-western part of the Area to provide impetus for redevelopment.
About 2.3 hectares of land at the town centre is zoned "Residential (Group A)". Another 5.4 hectares of land, which covers the existing Lakeside Garden, Tui Min Hoi Chuen and Man Yee Fishermen Housing Estate, is zoned "Residential (Group B)". In addition, about 0.5 hectares of land is zoned "Residential (Group C)" for the existing low-density residential development of 'Costa Bello'.
To phase out the existing incompatible industrial uses, about 2.7 hectares of land is zoned "Residential (Group E)" to encourage redevelopment. To preserve the existing rural township character, about 12 hectares of land is zoned "Village Type Development" to provide land for the existing three recognised villages, the old town, Lake Court at Hong Kin Road and three settlement areas of previous fishermen.
About 0.4 hectare of land near Sai Kung Sewage Treatment Works is zoned "Industrial (Group D)" for industrial uses that cannot be accommodated in conventional flatted factories. About 14.2 hectares of land is zoned "Government, Institution or Community" to provide land for facilities serving the needs of the local residents and/or a wider district, region or the territory.
Another 12.2 hectares of land, covering the densely vegetated slopes at Tui Min Hoi, is zoned "Green Belt" to define the limit of development and to contain urban sprawl. Some 7.7 hectares of land is zoned "Country Park" to reflect the part of the gazetted Tsiu Hang Special Area and Ma On Shan Country Park included in the Area.
The approved Sai Kung Town OZP No. S/SK-SKT/4 is now available for public inspection during office hours at the Secretariat of the Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Sai Kung and Islands District Planning Office, the Sai Kung District Office and the Sai Kung Rural Committee.
Copies of the approved plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed on the Board's website at http://www.info.gov.hk/tpb.
